That “the mayor is solely responsible for administration, but he may, under his supervision and responsibility, delegate by order part of his functions to one or more of his deputies and to members of the municipal council”. Clearly, he transmits function(s) and/or signature(s) to a subordinate who can then act in his name – knowing that the mayor obviously cannot delegate all of his responsibilities. And this is done by decree, no need to convene new councils.
