Dakar, Jan 24 (APS) – The National Center for Local Public Service and Training (CNFPLF) aims to become an essential pillar in strengthening the capacity of territorial human resources and strengthening local governance, especially within the The project ” Support for governance and dialogue of the territories ” said the coordinator of his planning unit Amadou Sow.

“With this project, the CNFPLF is positioned as a key player in the training and professionalization of territorial human resources, while playing a central role in the governance and development of territories in Senegal,” he said on Thursday , during the presentation of said project.

Amadou Sow, coordinator of the CNFPLF planning unit, stressed the strategic importance of this project to modernize the local public service in Senegal.

“The Center aims to provide transformative training, adapted to territorial realities and the operationalization of the local public service,” he added, insisting on the importance of providing the communities with qualified human resources in order to ‘Ensure effective governance.

The CNFPLF has been set up in partnership with the French Embassy with the aim of strengthening the management of human resources and the professionalization of local authorities agents, while promoting a constructive dialogue between local, national and international actors.

A project of 787 million CFA francs, Structured around four axes

During the presentation of the SGTDT project, the CNFPLF planning cell coordinator specified that it is based on four main axes, among which is the development of the engineering of continuing education of agents and elected officials of local authorities, which aims to identify training needs, validation of existing offers and the implementation of tools allowing continuous training adapted to local agents and elected officials.

This development phase of continuing education engineering of agents and elected officials from local authorities has a budget of 65,000 euros (nearly 43 million CFA francs) for a period of two years.

The second axis concerns “improving the management of territorial human resources”, which focuses on the training of human resources referents and the implementation of a management platform in local authorities. It has an envelope of nearly 244,000 euros (more than 160 million CFA francs) equivalent to 20 % of the overall budget.

There is also another axis on ” the professionalization of local authorities’ agents’ ‘, for an amount of 751,000 euros (almost 493 million CFA francs), or 63 % of the overall budget.

“This component of the project focuses on the development of training modules for various trades, as well as the support of agents newly integrated in the local public service ”, said Amadou Sow, coordinator of the cell CNFPLF planning.

For the last axis, ” the promotion of dialogue between the territories ”, endowed with an amount of 75,000 euros (just over 49 million CFA francs), he said that he is developed to encourage the Experience exchanges between local and international actors, while harmonizing training interventions through an integrated sectoral plan.

The two -year SGTDT project is funded by the French Ministry of Europe and Foreign Affairs and other technical and financial partners up to 1.2 million euros, almost a little more 787 million CFA francs.

Amadou Sow also specified that the closing of the first phase is scheduled for June 2025, while the second will end in November 2025.

The SGTDT project directly targets 1,294 beneficiaries, including 225 women. Among the expected results, the CNFPLF planning unit coordinator mentioned the implementation of a multi -year training offer for the 601 local authorities in Senegal, the integration of agents into the local public service, and the strengthening of capabilities in human resources management.

The presentation ceremony took place in the presence of the Minister of Town Planning, Local Authorities and Territorial Planning, Balla Moussa Fofana, the French ambassador to Senegal, Christine Fages, of the CNFPLF Director of CNFPLF, members of the steering committee, local authorities and several other stakeholders.
