MPs approve bill to combat elevator breakdowns

The text provides in particular to oblige the companies managing this equipment to intervene within two working days and to build up sufficient stocks of spare parts to repair as quickly as possible and thus prevent breakdowns from prolonging.

The National Assembly approved, Thursday January 23, a bill from the Socialists aimed at combating elevator breakdowns, a “orphan subject of French political life” at the origin of many “daily dramas”according to its rapporteur, Philippe Brun. The text was adopted at first reading with 93 votes in favor, from the left, and 17 against, from the National Rally (RN) and the MoDem. The groups Ensemble pour la République (EPR) and Horizons abstained.

In his introductory remarks, Philippe Brun underlined that in there were 1.7 million elevator breakdowns per year, and repair times “longer and longer“. The text plans to oblige the companies managing this equipment to intervene within two working days and to build up sufficient stocks of spare parts to repair as quickly as possible and thus prevent breakdowns from prolonging and turning to the worst. “Calvary” for residents of high-rise buildings.

It also provides that the owner of a building where the elevator is broken provides support to occupants with reduced mobility to guarantee them supplies and access to care. The Minister of Housing, Valérie Létard, welcomed a “laudable attempt” to answer this question, while having a certain number of amendments adopted, one of which provides for a modulation of the penalties according to the time taken to carry out the repairs (100 euros per day of delay, then 300 euros per day after a week late, and 700 euros per day after two weeks late).
