The memorandum was initialed by the Minister of Energy Transition and Sustainable Development, Leila Benaliand his Mauritanian counterpart Mohamed Ould Khaledat the Ministry’s headquarters in Rabat.
The signing ceremony was marked by the presence of several personalities, notably the Director General of the Moroccan Agency for Sustainable Energy (MASEN), Tarik M’Fadel, the Director General of the National Electricity Office and of Drinking Water (ONEE), Tarik Hamane, as well as the Director General of Electricity and Renewable Energy in Mauritania and other officials from the two ministries.
In her speech, Leila Benali stressed that this meeting reflects the depth of fraternal relations between the two countries, relations based on continuous dialogue and fruitful cooperation, in accordance with the political guidelines of His Majesty King Mohammed VI and His Excellency the Mauritanian President. She affirmed that these relations aim to achieve global development serving the aspirations of the Moroccan and Mauritanian people.
The Minister also highlighted the notable evolution of the partnership between the two countries in various sectors such as agriculture, health, maritime fishing, transport, environment, tourism, training, energy and mines, making this cooperation a successful model at the bilateral and regional level.
She recalled that Morocco has reached an advanced stage in the development of renewable energies and the improvement of energy efficiency, with installed capacity from renewable sources which now exceeds 45% of the national energy mix. She also underlined that Morocco has multiplied annual investments in electricity transport networks fivefold since 2023 and that it is pursuing its ambition through the “Moroccan Green Hydrogen” program, which aims to strengthen the competitiveness of the sector.
Ms. Benali affirmed that this energy collaboration focuses on strategic areas such as natural gas, electricity, and the development of joint projects. The electricity interconnection project between the two countries, according to her, is a crucial strategic step to guarantee energy security, strengthen regional integration between Africa and Europe, and establish regional energy infrastructure.

The Mauritanian Minister of Energy, Mohamed Ould Khaled, for his part expressed the importance of this visit to strengthen the bonds of friendship and fraternity between the two nations. He reiterated Mauritania’s commitment to raising the level of cooperation in the areas of electricity and renewable energies.
He also stressed that the memorandum makes it possible to explore opportunities for collaboration, carry out joint projects in the energy sector, exchange expertise and seek funding for ongoing initiatives. The Minister insisted on the development of low-carbon hydrogen technologies and encouraged the private sector of both countries to seize these opportunities.
The two ministers expressed their desire to establish a common vision for a sustainable future and called on their teams to work in synergy to achieve the objectives of the memorandum through concrete actions.
