Have you ever heard of demetropolisation? Beyond being a linguistic challenge to pronounce without stammering, this administrative term designates the transfer of part of the public services centralized in large metropolises, particularly in , to medium-sized cities.

In this context, 18 land registration support services (SAPF) have just been created in by the General Directorate of Public Finances.

Twenty agents in Puy-en-Velay

“Of these 18 SAPF, more than 400 jobs have been relocated to balanced urban areas,” explained the Director General of Public Finance, Amélie Verdier, during the inauguration of the Altiligère branch.

For the moment, around twenty agents work for the SAPF of Puy-en-Velay, housed in specially rehabilitated offices at the tax center, rue Alphonse-Terrasson.

“This is a very strong signal of public job creation,” welcomed Yvan Cordier, prefect of Haute-. As for the newcomers, some previously worked in , Saint-Etienne… and even on Island for one of them. Others, however, were already stationed in the department.

Michel Chapuis, the mayor of Puy-en-Velay, also agreed that several agents had a link with the territory even before integrating their new assignment to Puy-en-Velay.

“These people fall into three categories: former agents of the Department, first assignments and others who, in a context of transfer, wanted to arrive in this service,” specified Dominique Calvet, departmental director of public finances of Haute- Loire.

What about their missions? “It is to ensure the quality of the file, which allows us to secure all transactions, since we publish the deeds, we record the sales, the mortgages, all the certificates,” detailed Amélie Verdier.

“There are of course notaries to do that, but we intervene for the collection and consolidation of everything. Not so long ago, our services caught someone in the act of trying to sell a property twice. »

For Senator Laurent Duplomb, “between the system of notaries and that of land publication, we surely have the most secure organization in the world”.

Forty agents expected by 2026

Concretely, the land registration services have the mission of guaranteeing the legal security of real estate transactions and identifying the elements relating to built and unbuilt properties.

The new branch installed in Puy-en-Velay is not intended to replace the departmental mission previously dedicated to these operations within the public finance center. It was created to help other services which encounter data processing difficulties and thus contribute to reducing the delays in publishing acts at the national level.

For the moment, it supports the centers of Digne-les-Bains in the Alpes-de-Haute-Provence, in and, more recently, in .

The General Directorate of Public Finance indicates that the workforce of the Altiligrian service should continue to grow and integrate around twenty additional agents by 2026.
