“What do you expect from a visit where we’re not even invited!” The minister has a strange idea of social dialogue. » National co-secretary of SNUEP-FSU, Coralie Raveau does not hope “not much” of the visit of the Minister of the Civil Service to Indre. She's not the only one. Announced in Brenne, Thursday January 23, the arrival of Laurent Marcangeli does not arouse the enthusiasm of the local unions. “At the departmental level, I don’t expect anything. At the CFDT, we are looking more at what will happen nationally, with the discussions on pension reform. I am afraid that we will be disappointed and that this reopening of the consultation will only be a publicity effect to escape government censorship,” redoubt Frédéric Debanne, secretary of the CFDT 36.
The latter wants to believe in the desire for social dialogue displayed by the Minister of Civil Service and Simplification. “If there is dialogue, the CFDT will participate. But it will be with a certain suspicion. Because for the pension reform, adopted in 49.3, our opinion was not taken into account. No more than that of the millions of people who struck and demonstrated with us. »
At Force Ouvrière Santé, the demands are ready, in case a meeting is possible with the minister. Recruitment of qualified personnel, increase in the caregiver/patient ratio, revaluation of the index point… there are many expectations. “I work as a psychologist in nursing homes. I am well placed to speak to the minister about working conditions in these establishments if he wants, proposes Patrice Le Bail, FO Santé 36 secretary. The minister is making the right choice by coming to Indre, where we have a population older than the average, and where we lack everything: doctors, physiotherapists, psychiatrists… But does he even want us listen ? »
A visit “for image and communication”?
His colleague doubts it. “I fear that he comes just for the image and the communication. If he really wanted to make things happen, he would ask to meet the staff to see their needs and the solutions to be provided,” estimates Martine Renaudin, deputy secretary of FO in Indre. For Jean-Luc Thiais, departmental secretary of Sud Santé, it is however illusory to expect a “real health policy” in a country plagued by “such governmental instability”. “However, there are expectations. LCommunity medicine and the fragility of public hospitals are real issues in a rural area like ours. We saw this clearly on Saturday January 18: the situation was very tense at the Châteauroux hospital center where the influx of flu patients combined with accidents linked to ice. »
The unions have in any case taken note of the renunciation of the three days of waiting envisaged by the previous government. “It’s just a small gesture. But we are suffering from a reduction in compensation for days of sick leave,” nuance Coralie Raveau who also points out the salary freeze “for at least fifteen years”. His counterpart from the CGT Éduc'Action 36, José-Manuel Félix, completes this black picture with the “job cuts in primary and secondary education”, “the 7 unpaid overtime hours, or even the plan to shorten school holidays by fifteen days. Anger rises. We would have liked to tell the minister. »
-The lack of attractiveness of the civil service is unanimously raised by the unions. “The prospect of lifelong employment is no longer enough to seduce, slips Frédéric Chauvet, secretary of Unsa 36. In the 70s, people entered the civil service to make a career. Today, young people come to see and resign if it doesn't suit them. » In a rural department like Indre, the problem is all the more serious, he believes. “You just need to look at the number of vacancies that cannot be filled. This is the case in the prison administration for example. But that obviously doesn’t question anyone…”
“We need action. »
The progress of Laurent Marcangeli's visit is not yet completely complete. Its services specify that this trip is dedicated to local public services in rural areas. On the program: visit to the Brenne-Box in Mézières-en-Brenne, the France services area and the Blanc hospital center.
Not invited to the entire visit, Roland Caillaud will be at the “republican meal”. The president of the Association of Rural Mayors of Indre will take the opportunity to slip to the minister subjects that are close to his heart. Like the “administrative complexity” which “paralyzes the action of elected officials” or the regulation of the installation of doctors based on the model of what is imposed on dentists. “It will not solve all the problems of medical deserts but it will be a sign that rural problems are being taken into account.” So many themes that are far from new. “It’s a good thing that the minister is coming but he’s not going to learn anything. We have already said all this again and again. Action is needed. »
