The France nature environment (FNE) Occitanie association alerts state services and Toulouse town hall to the worrying state of the open-air landfill in the Ginestous district which is beyond all control. The city intends to collaborate with the Haute-Garonne prefecture to “find solutions”.
While strolling along the side canal in Toulouse, many walkers have a breathtaking view of an open-air landfill, in the Ginestous district, which is unfortunately not new but which seems to be spreading more and more. In the bucolic stroll genre, we do better. “We have been calling on the State services (Dreal, DDT and emergency services) and the Toulouse town hall for ten years, but we are still waiting for answers,” confides FNE environment lawyer Hervé Hourcade. The association is regularly informed by local residents thanks, in particular, to the deployment of the Nature Sentinels tool created in 2019.
Enforcing regulations
The France nature environment (FNE) Occitanie association is relaunching an alert message to public authorities to ask them to act and enforce the regulations. Especially since the consequences on the environment are worrying.

But the situation still persists to this day and even seems to be getting worse. The environmental association plans to initiate action for failure to comply with the public authorities before the administrative court of Toulouse.

Owner of the land where the cities of Chênes and Picarel were built, the city of Toulouse claims to have the desire to take the issue head on. “I am delighted with FNE's inquiry to the city and state services, explains the district mayor Olivier Arsac. We ourselves challenged the prefect on this problem which also goes beyond the environmental problem. This landfill is located near the cities of Chênes and Picarel where a large settled community of travelers lives, which practices recycling of scrap metal in an unusual manner. There is also a problem of uncontrolled urban planning with constructions. Finally, this poses a public security problem, because a drug trafficking economy has been established there.
“We have fallen into a lawless zone,” finally insists the Toulouse elected official who is awaiting a second meeting at the prefecture after that of September 4.
