A second CAR
For Jean-Philippe Dugoin-Clément, the objective of this aid is to support the municipality in its development. “With our increasingly restricted budget, we cannot help as much as we would like, but this partnership with municipalities is essential. » Moreover, “the support and accompaniment of the Region towards municipalities and communities, a priority for us, will continue despite a year 2025 which promises to be even more complicated than the previous ones”, he said. he wanted to clarify.
For his part, for Daniel Haquin, “it’s a welcome check for the finances of the municipality which will mark a new stage in the modernization of the Town Hall. » Indeed, in 2017, Juilly had already received a check as part of the regional development contract. “At that time, we used the amount for the creation of a new room as well as the extension of the media library. »
What projects?
The Juilly regional development contract includes three operations supported.
In order to meet the needs of a population which will soon increase with the construction of new housing, the municipality acquired the property in December 2022. House Mallard and its annexes located at 7, rue du chemin de Nantouillet within the grounds of the old college.
The first operation, supported to the tune of €600,000, consists of rehabilitate four of the buildings on this site in order to give them the function of centre technique municipal according to current standards and “thus create a pleasant workspace for agents. »
-For this, a restructuring of the interiors, insulation, roofing, the creation of a modern workshop and the extension of storage spaces are planned. These premises will allow agents to have a real working tool and the municipality to continue to offer residents the services necessary for their daily lives.
The second provides making the town hall accessible. The town hall of the commune is a building dating from the 19th century, with typical architecture from the north of Seine-et-Marne, built on a raised ground floor and accessible by a few steps and no longer corresponds to the current access standards.
The project aims to create a ramp that will provide easier access to people with reduced mobility, an access gate that will manage the flow of people who will pass through new automated doors. The rest of the work will focus on the immediate surroundings of the town hall, which must be redesigned and allow PRM traffic.
Finally, the last project provides the rear layout of the town hall. It is part of the continuation of the requalification of the village center, initiated by the requalification of the town hall, the multipurpose room and certain buildings making up the old school.
The space behind the town hall had been left in good condition and still accommodates poor quality equipment. The rehabilitation of this space is part of this overall project of requalification of a welcoming and functional central point, will ensure the connection with the western part of the village and will offer new amenities in a renewed landscaped setting, with the creation of a children's play area, landscaped parking and a secure pedestrian connection.
“The work should begin in the coming weeks,” concludes the councilor of Juilly, mayor since 1989.
