Adoption of a draft decree relating to the establishment of remuneration for the services of the National Institute of Registries and Legal and Judicial Professions:

The Government Council, meeting on Thursday January 16 in Rabat, adopted draft decree No. 2.24.1133 relating to the establishment of remuneration for services provided by the National Institute of Registries and Legal and Judicial Professions .

Presented by the Minister of Justice, Abdellatif Ouahbi, this project follows the creation of the National Institute of Registries and Legal and Judicial Professions, as a Central Directorate at the Ministry of Justice, under Decree No. 2.24 .371 of 13 Dou Al Hijja 1445 (June 20, 2024) amending and supplementing Decree No. 2.22.400 which establishes the responsibilities and organization of the Ministry of Justice, indicated the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, during a press briefing following the Council.

Under Article 12 of the 2025 Finance Law, the autonomously managed state service “National Institute of Registries and Legal and Judicial Professions” was created, which was endowed with management autonomy, with the aim of contributing effectively to the implementation of the strategy of the Ministry of Justice in terms of training, development of human resources in the sector and strengthening of skills, taking into account the services and benefits that he provides for remuneration, which will allow it to have financial resources, noted Mr. Baitas.

This draft decree aims, thus, to establish remuneration for the services provided by the National Institute of Registries and Legal and Judicial Professions, specified the government spokesperson.

Approval of a draft decree implementing article 32 of the law relating to the creation of the High Authority of Health:

The Government Council approved, Thursday January 16 in Rabat, draft decree n°2.24.642 implementing the provisions of article 32 of law n°07.22 relating to the creation of the High Authority of Health.

Presented by the Minister of Health and Social Protection, Amine Tahraoui, this draft decree intervenes to implement the provisions of Law No. 07.22 relating to the creation of the High Authority of Health, created in consecration of the Royal High Will aimed at revising the national health system and promoting the new approach, which aims to consolidate the governance of the health sector, in accordance with the main principles defined in framework law n°06-22 relating to the system national health, indicated the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, during a press briefing following the Council.

The text aims, according to the minister, to apply the provisions of article 32 of law no. 07.22, which refers to a joint decision of the two government authorities responsible for Finance and Health, with a view to establishing the list of real and movable property made available to the High Authority of Health by the State, necessary for the accomplishment of its missions, as well as the list of movable and immovable property belonging to the National Health Agency health insurance, transferred without compensation and in full ownership to the High Authority of Health.

Furthermore, Mr. Baitas specified that the examination of draft decree n°2.24.643, relating to the terms of appointment of members of the council of the High Authority of Health, was postponed to a subsequent Government Council.

The Government Council approves a draft decree relating to the profession of architect:

The Government Council approved, Thursday January 16 in Rabat, the draft decree n° 2.24.1145 amending decree n° 2.93.66 of 14 Rabi II 1414 (October 1, 1993) taken in application of law n° 016.89 relating to the exercise of the profession of architect and the institution of the National Order of Architects, presented by the Minister of National Territorial Planning, Urban Planning, Housing and City Policy, Fatima Ezzahra El Mansouri.

This draft decree aims to attach the province of Chefchaouen to the territorial jurisdiction of the Regional Council of the Order of Architects of Tetouan, instead of that of Tangier, declared the Minister Delegate in charge of Relations with Parliament, government spokesperson , Mustapha Baitas, during a press briefing after the Council.

The approval of this text is thus part of the promotion of proximity policy and in support of the government’s efforts to bring services closer to citizens.

The Governing Council is informed of two international agreements concluded with AFUB and ICESCO:

The Governing Council took note, Thursday January 16 in Rabat, of two international agreements signed with the African Union of the Blind (AFUB) and the Islamic World Educational, Scientific and Cultural Organization (ICESCO), presented by the Minister of Foreign Affairs, African Cooperation and Moroccans Living Abroad, Nasser Bourita.

This concerns the agreement signed on March 19, 2024 in Rabat between the government of Morocco and the AFUB, for the establishment of the permanent headquarters of the Union in Morocco, and bill No. 28.24 approving the said agreement, indicated the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, during a press briefing following the Council.

This agreement is part of the joint cooperation between the two parties, with a view to strengthening the integration of the visually impaired within their societies, through programs and projects aimed at supporting their abilities and their well-being.

The Council also inquired about the annex to the headquarters agreement between the Government of Morocco and ICESCO, signed on May 4, 2024 in Banjul, as well as Bill No. 31.24 approving the annex of said agreement.

This annex includes a series of amendments which are part of the changes that ICESCO is experiencing, as well as the prospects for the development of its system and the implementation of decisions and executive programs developed by its bodies, in accordance with the orientations of the Organization.

The Governing Council approves proposals for appointment to higher positions:

The Governing Council approved, Thursday January 16 in Rabat, proposals for appointment to higher functions, in accordance with the provisions of article 92 of the Constitution.

At the Ministry of National Territorial Planning, Urban Planning, Housing and Urban Policy, Mr. Mohamed Naainiaa was appointed director of the El Kelâa des Sraghna-Rhamna Urban Agency, indicated a press release from the delegated ministry responsible for Relations with Parliament, government spokesperson. At the level of the Ministry of Tourism, Crafts and the Social and Solidarity Economy – Department of Tourism -, Ms. Zohra Tazi was appointed Director of Strategy and Cooperation, while at the Ministry of Higher Education , Scientific Research and Innovation, Mr. Lahcen Bammou was appointed director of the Ouarzazate Higher School of Technology, adds the same source. Regarding the Ministry of National Education, Preschool and Sports – Department of National Education and Preschool, Mr. Moulay Youssef Azhari was appointed head of the General Directorate of Educational Action, then that Mr. Hsain Oujour, was appointed Director of the Second Chance School and Inclusive Education.

Concerning the Ministry of Youth, Culture and Communication – Department of Culture -, Ms. Samira El Malizi was appointed director of the National Library of the Kingdom of Morocco.
