While he was a candidate, and after winning the presidential election, Mr. Trump threatened to impose tariffs of 25% on all imports from Canada upon his arrival at the White House.
The president-elect initially argued it was a response to what he called Canada’s laxity on drugs and migrants crossing the shared border. He then asserted that the United States subsidized
Canada because the trade balance would favor the latter.
