The Government Council adopts a draft decree relating to aggregation competitions for education and training:

The Government Council, meeting on Thursday January 9 in Rabat, adopted draft decree No. 2.24.833 relating to aggregation competitions for education and training, presented by the Minister of National Education, Preschool and of Sports, Mohamed Saad Berrada.

This project is part of the regulatory measures taken to update the legal framework relating to aggregation competitions, with the aim of harmonizing it with the provisions of Decree No. 2.24.140 of February 23, 2024, relating to special status of civil servants of the Ministry of National Education, indicated the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, during a press briefing following the Council.

This text aims at an exhaustive revision of Decree No. 2.90.935 of February 24, 1993 relating to the aggregation competition for the secondary cycle, through the establishment of the conditions and modalities for organizing the aggregation competitions for education and training in different disciplines, with a view to accessing the position of associate professor of education and first grade training, said Mr. Baitas.

The Government Council adopts a draft decree relating to the conservation of maritime mortgages:

The Government Council, meeting Thursday January 9 in Rabat, adopted draft decree n°2.24.1124 modifying decree n°2.73.454 of 27 hija 1394 (January 10, 1975) relating to the conservation of maritime mortgages, presented by the Secretary of State to the Minister of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, responsible for Marine fishing, Zakia Driouich.

This draft decree aims to modify the provisions of article 2 of decree n°2.73.454, by establishing that the functions of conservator of maritime mortgages of fishing vessels are exercised, in accordance with the legislation in force, by the authority government in charge of maritime fishing or by the person mandated by it for this purpose, indicated the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, during a briefing. press at the end of the Council.

The Governing Council is informed of two cooperation agreements signed with the Republic of Azerbaijan in the areas of logistics and energy:

The Government Council, meeting Thursday January 9 in Rabat, took note of two cooperation agreements signed with the Republic of Azerbaijan in the fields of logistics and energy, presented by the Minister of Foreign Affairs, African cooperation and Moroccans living abroad, Nasser Bourita.

This is the framework cooperation agreement in the logistics field, signed on November 13, 2023 in Rabat between the governments of Morocco and Azerbaijan, and bill n°13.24 approving the said framework agreement, indicated the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, during a press briefing following the Council.

This framework cooperation agreement aims to establish mutually beneficial cooperation between the two countries in the field of logistics, to improve logistics chains dedicated to bilateral trade and to develop skills in logistics professions, Mr. Baitas explained. The Council also learned about the cooperation agreement in the field of energy, also signed on November 13, 2023 in Rabat between Morocco and Azerbaijan, and aimed at defining the bases and standards of cooperation in the field of energy, added the Minister Delegate. This text provides for the exchange of information in the fields of oil and gas, the examination of possibilities for cooperation in the sector of services relating to energy sources, the carrying out of scientific and technical research of common interest in the energy field and cooperation in the field of renewable energies and their uses, he said.

The Governing Council approves proposals for appointment to higher positions:

The Governing Council approved, Thursday January 9 in Rabat, proposals for appointment to higher functions, in accordance with the provisions of article 92 of the Constitution.

Thus, at the level of the Ministry of Higher Education, Scientific Research and Innovation, Mr. Rahim Ettor was appointed Dean of the Faculty of Legal, Economic and Social Sciences of Ait Melloul, indicated the Minister Delegate in charge Relations with Parliament, government spokesperson, Mustapha Baitas, during a press briefing following the Council.

At the Ministry of National Territorial Planning, Urban Planning, Housing and City Policy, Mr. Jamal Hanafi was appointed director of the Al Hoceima Urban Agency.

At the level of the ministry delegated to the Head of Government in charge of Investment, Convergence and Evaluation of public policies, Mr. Mohamed Jifer was appointed director of the Regional Investment Center (CRI) of the Laâyoune Sakia region El Hamra.
