What tools can be used to help young people access property? Penvénan ? The question sparked intense discussions in the municipal council on Monday, December 16.
9 lots at Les Promenades
Penvénan, as part of its housing production in the Quartier des Promenades, between the town hall and the sports complex, wishes to provide financial assistanceto young people, and young households with modest incomes, in order to position themselves on vacant lots. Numbering 9, these lots cost €135/m² price “considered high” for them.
This aid, subject to certain criteria (for example, that neither spouse has ever owned a home) and to the submission of a request to the town hall, would be coupled with an “anti-speculative” mechanism. committing buyers not to resell for 10 years (except in cases of force majeure), otherwise, to repay the aid received pro rata.
“We must provide incentives in relation to neighboring communities in order to attract young people to their primary residence. »
A common thread visibly shared by all elected officials, although in opposition, Denis Baulier would have liked to go even further.
To perpetuate this helping hand for young buyers, he mentioned, as part of this aid, “a principle of transmission”: “being able to resell, but on the condition of reselling to young people”. “That would be open to attack,” replied the councilor.
This financial aid system has been approvedunanimously, minus the vote against by Denis Baulier.
