A draft Finance Law consistent with the objectives of Food Security and Sovereignty

It is built on the basis of the orientations of the National Transformation Agenda “Senegal 2050”, a new framework for public policies, officially presented on October 14, 2024, by His Excellency, Mr. Bassirou Diomaye Diakhar Faye, President of the Republic, in the presence of Mr. Ousmane Sonko, Prime Minister and members of the Government.

Let us also recall that the monitoring of resources will be done through revenues estimated at around 4,800 billion FCFA and public expenditure of around 6,400 billion FCFA, with an objective of progressive reduction of the budget deficit, of around 3 % within the next two years.

In summary, after operation of the project in question, it is clear that the budgets allocated to the sectors of activity are in perfect alignment with the objectives set by the government of Senegal and result from the vision of the President of the Republic. Implementation will involve building a strategy centered around equitable economic governance, in order to correct structural imbalances and adjust national priorities according to economic and social needs.

To support stakeholders in the rural world and face the challenges of food security, the primary sector benefits from a global budget of 1,070 billion. In accordance with the new challenges of the current government, in line with the different axes of the Horizon 2050 framework, this budget will strongly support the different links in the agricultural value chains.

Particular emphasis will be placed on agricultural mechanization, the development of agro-industry to reduce post-harvest losses and the modernization of irrigation infrastructure, with a view to boosting agricultural productivity.

Through this approach, the State of Senegal confirms its clear desire to achieve food self-sufficiency, thanks to intensified agriculture, water control and the popularization of good agricultural practices. In addition, this new approach will ultimately allow our country to ensure its sovereignty and better resilience in the face of climate crises and exogenous factors that could act.

At the same time, in conjunction with the private sector, financial institutions and technical development partners, the State will facilitate the establishment of mechanisms for access to short, medium and long-term credit, for the benefit of small farmers. Added to this are targeted subsidies to ensure the promotion of sustainable agriculture, capable of coping with climate change, through an adapted varietal choice, energy management and minimization of the use of chemical fertilizers.

To boost the income of small producers and agribusiness players in general, through the minimization of production costs, as announced by Dr. Mabouba Diagne since his arrival, energy management is at the heart of the concerns of the current government.

To do this, the State will make investments for the efficient exploitation of renewable energies. Solar solution providers and all stakeholders have already started grassroots interactions, to collect the first technical information, prerequisites for financially estimating financing/investment needs in the different agroecological zones.

For the reconstitution of seed capital and the improvement of agricultural productivity, the Senegalese Institute of Agricultural Research (ISRA), the Seeds Directorate (DISEM), the National Institute of Pedology (INP), the umbrella organizations and all research stakeholders in general and technical support structures, will be supported at all levels (staff, logistics, technology transfer, operation), to boost seed value chains, popularize good agricultural practices, especially in this context of climate change. In other words, the national private sector, through economic models, will be heavily involved in the seed industry.

Finally, this budget allocation for the benefit of the primary sector is in line with the objectives set by the government. As announced by the President of the Republic and his Prime Minister, the management of the said budget will be ensured in a very rigorous and transparent manner, after established prior planning, in order to impact the economic and social standard of living of the actors…

At this pace, with the involvement and collaboration of all the vital forces of the nation, soon the economic and social transformation of our country will be a reality.
