The City of is taking a new step in the regulation of tourist rentals. From January 1, 2025, main residences can no longer be rented for more than 90 days per year, compared to 120 currently. This tightening is accompanied by a strengthening of controls and sanctions against fraudulent rentals.

Unanimously adopted by the Council of Paris, this new measure is based on the “Le Meur” law, promulgated on November 19. It aims to curb abuses in a sector where nearly 95,000 Parisian housing units are offered on platforms like Airbnbreducing the long-term rental supply. For the town hall, this cap is an urgent response to the housing crisis and the rise of unregulated tourist rentals.

From the start of 2025, exceeding this 90-day threshold will become illegal for owners. According to Jacques Baudrier, deputy in charge of housing, this historic decision marks the end of ten years of fight against the abuses of furnished rentals. This new ceiling is also designed to limit unfair competition towards hotels and avoid the disguised professionalization of certain rental companies.

Sanctions will also be increased. Fines for breaking the rules will double from 50,000 to 100 000 euros by infraction. At the same time, the town hall plans to increase the number of agents responsible for controls, currently numbering around thirty. According to the authorities, approximately 25,000 fraudulent ads are said to be active in the capital, sometimes helping to transform entire buildings into clandestine hotels.

However, this initiative is not unanimous. Airbnb reacted by regretting a measure which, according to her, “will penalize families dependent on this income to make ends meet”. Despite these criticisms, Paris becomes the first French city to limit the number of tourist rentals.

With this decision, Paris stands out, in any case, as the first city in to introduce this ceiling limited to 90 days.
