In January 2024, the Tarz Heol association presented a project entitled “Water, from sources to the sea”, as part of Biodiversity Month, organized by Lorient Agglomération. In this context, she requested a grant of €1,200. “For more than ten years, we have had this partnership with Lorient Agglomération, we explain to Tarz Héol. However, following a deliberation by the community office on March 22, only our project was refused, without explanation. The envelope of €30,000 planned for this call for projects was not used in full. »
A reasoned refusal
The association then requested explanations by mail twice. “We had to wait until June 18 for the president of Lorient Agglomération, Fabrice Loher, to respond to us in these terms : “To date, the proliferation of disputes brought by the Tarz Heol association against Lorient Agglomération is not likely to establish a relationship of trust. »
An unfounded refusal?
Incomprehension among Tarz Heol members. “ Our association is a 1901 law association, approved for the environment and town planning. It defends the general interest. Our recent legal actions aimed to enforce the coastal law and the maintenance of agricultural land. Faced with this refusal of project subsidy, which seems unfounded to us, we contacted the rights defender. »
By letter of December 6, 2024, the rights defender clarified to us that “this refusal becomes illegal when the reason given is based on inaccurate facts or on a reason foreign to the general interest such as political discrimination”.
A reminder of the law was sent to Lorient Agglomération.
