Public services, housing, transport, environment… The inhabitants and stakeholders of priority neighborhoods on Le Mans Metropolis were invited to express themselves through a series of consultationsincluding a questionnaire.

Last Friday, December 6, this new “city contract” (2024-2030) was presented to those who participated, in particular the members of the “citizens’ councils”.

A list of issues

Supported by the Metropolis, the city’s policy includes a list of issues divided into four axes:

  • the ecological transition et energy
  • the search for full employment
  • emancipation for all (culture, health, education, etc.)
  • the tranquility and the security public

The “city contract” thus makes it possible to formalize these issues by setting priorities.

How many inhabitants? Which neighborhoods?

Are concerned the five priority neighborhoods on Le Mans Métropole:

  • Les Sablons-Bords de l’Huisne (10,300 inhabitants)
  • Chaoué-Perrières (5,200 inhabitants)
  • Epine (1100 inhabitants)
  • Bellevue-Carnac (4,300 inhabitants)
  • Ronceray-Glonnières-Vauguyon (6400 inhabitants)

Built between the fifties and seventies to cope with demographic expansion, “these large complexes had not been designed to meet the needs”, recalls Stéphane Le Foll, the mayor of Le Mans and president of Le Mans Métropole.

Actions financed in this contract

Of the financial means are specially dedicated to this “city contract”. The previous one (2015-2023) mobilized nearly 13 million euros coming from the State, the Metropolis and the Department.

The annual programming understand 150 actions for an amount estimated at 1.7 million euros.

Also included: both educational cities (€700,000 per year) in Allonnes and Le Mans, as well as educational success programs.

The urban renewal represents 150 million euros of investment and 46.5 million euros coming from the National Agency (Anru).

Collaborative work with residents

Elected officials welcomed “extremely collaborative work” which is intended to continue.

It is based, among other things, on the five advice citizenscomposed of 70 people.

In parallel with the steering committeesthese are 30 relay adults who are responsible for the mediation.
“The residents are at the heart of the realities of the neighborhoods,” underlined the prefect, Emmanuel Aubry.

On average, in the priority districts of the Metropolis, the employment rate (from 15 to 54 years) is lower than 40 % ; et 40 % of the population is aged under 25 years oldwith a high rate (up to 34%) of families single parents.
