Toulouse. In Haute-Garonne, the Citizens’ Assembly, a unique and successful experience

The very first “Citizens' Assembly of the Haute-Garonne Departmental Council” (CDHG), held its last plenary session on Saturday at the Hôtel du Département in . A day marking the official end of his mandate and the culmination of 25 months of work to establish three recommendation reports.

The 162 members of this assembly installed in October 2022, volunteers drawn at random from 1,550 candidates, 6 per canton, with equal men/women, worked on three themes: ecological bifurcation, the digital transformation of society and finally, in self-referral, food insecurity. A first report, on the theme of ecological bifurcation, containing 53 proposals, including 20 priority ones, was submitted last February to Sébastien Vincini, president of the CDHG.

The two other reports on food insecurity and digital technology were presented to elected officials during this last plenary session opened by Sandrine Floureusses, vice-president in charge of Citizen Dialogue, Equality and Youth.

After welcoming the collective work of this first instance, the elected representative presented to the assembly the opinions of the CDHG, following the recommendations arising from the report on ecological bifurcation. She welcomed the success of this experience of participatory democracy, unprecedented on a community scale. This initiative, intended to give voice again to involve citizens more, was rewarded at the national level with the “Golden Marianne for sustainable development of the Republic”, for its recommendations on ecological bifurcation. “It worked beyond our expectations. The links that were forged made it possible to restore the confidence of citizens in their elected representatives, a confidence whose rate now stands at 87%!” Sandrine Floureusses is delighted. From January, the president of the CGHG will provide concrete answers on the ecological transition as well as on the two other subjects.
