The prefect of Étienne GUYOTthe public prosecutor of Frédérique PORTERIEthe public prosecutor of Loïs RASCHELthe president of the HLM Nouvelle-Aquitaine Regional Union Muriel BOULMIER (representing the HLM 33 Departmental Conference), the interdepartmental director of the national police of Gironde Emmanuel MORINthe commander of the departmental gendarmerie group of Gironde Loïc BARAS and 18 social housing organizations signed today a partnership agreement for security in social housing in Gironde.

The right to enjoy quiet and safe housing, private space and common areas in which everyone can exercise their individual freedoms are essential dimensions of living together. The preservation of these freedoms constitutes a priority for government action, in both urban and rural areas.

In Gironde, the social rental stock represents a volume of around 114,000 social housing units, and is mainly located in urban areas, with for example 86,500 social housing units in Bordeaux Métropole.

In this collective housing, the prevention and fight against delinquency have become a major security challenge. Nearly 9,000 incidents of delinquency were recorded in 2023 in the political districts of the city in Gironde. But this delinquency is not limited to these neighborhoods alone, which is why all social landlords in Gironde are committed to this agreement, so that the perimeter extends to the entire Gironde territory.

A strong point of this new agreement is that it now offers the possibility for lessors of have their agents sworn in in order to be able to draw up class 1 to 5 reports. If necessary, they may have the possibility of recording through reports all offenses and contraventions affecting the property in their custody (article 29 of the code of procedure criminal). All of the actions of the agreement allow a coordination of security actions on the ground, and to facilitate the action of the police and gendarmerie services in conjunction with social landlords.

The dynamic initiated by the signing of this convention is fully part of the strengthening of the national fight for the daily security of all, launched by the new Minister of the Interior. We are currently implementing the departmental action plan to restore daily security (PADRSQ) to rethink, collectively and with innovation, our security solutions. »
