Objective of the Intercommunal Security and Safety Council prevention of the delinquency (CISPD) of Seine Agglomeration (Eure): draw up an inventory of the security and prevention in the territory. The speakers (elected officials, representatives of the State, the police, justice and National Education in particular) established the results of the year 2024 and defined the objectives for 2025.

In 2024, three major issues defined by law enforcement have received the full attention of the community, calling for strong and concerted responses.

First, the 10% increase in intra-family violence which “testifies to the need to strengthen prevention and support actions, with measures adapted to the needs of each victim”.

The road safetyanother essential priority, requires an increased deployment of awareness workshops in order to promote responsible behavior and ensure the protection of everyone on the territory's roads, according to the supporters of the CISPD.

Preserve tranquility

Finally, the fight against drug trafficking remains “a strategic axis of action for the security forces and local actors, committed with determination to counter this threat and preserve the tranquility of our territories”.

To respond to these challenges, the Eure Departmental Council has implemented a video security strategy in order to strengthen the surveillance of the main roads, particularly on the A13 and the N13, by targeting most sensitive areas of the territory. Concerning the prevention of radicalization, training will be offered to elected officials from December, allowing them to better identify worrying signs.

At the same time, the gendarmerie is strengthening its links with the population through listening points organized in villages, colleges and schools, promoting direct interaction and local support.

As part of this dynamic of security and prevention, several structuring projects are already planned for 2025, aimed at improving security in the Seine Normandie Agglomération territory.

First of all, the urban and rural security territory (TSUR) will have to adapt to the realities of living areas, often confronted with problems of delinquency.

With this in mind, a municipal map of delinquency will be developed in partnership with the various stakeholders, thus allowing an adjusted distribution of human and technical resources.

“At the same time, a video protection plan is being developed to pool resources and optimize the effectiveness of surveillance systems. The prevention measures successfully applied in Vernon, such as individual monitoring, calls to order and the Council of Rights and Duties of Families (CDDF), will be extended to the scale of the agglomeration thanks to an agreement with the public prosecutor to facilitate their implementation in voluntary municipalities. »

In 2024, the commitment of security forces and municipal police made it possible to ensure security during the Olympic Games and the torch relay, significant events which took place without notable incidents.

To continue this momentum, the CISPD calls on elected officials for increased participation in the working groups on prevention and security in 2025.
