The Peace and Security Council (PSC) of the African Union (AU) reiterated the relevance of the Skhirat and Bouznika processes for the resolution of the Libyan crisis.
In its communiqué sanctioning its 1244th meeting, held on November 12, the AU PSC reiterated that “the Skhirat Agreement, signed on December 17, 2015, resulting from the reconciliation process between the Libyan parties, under the auspices of the United Nations, remains one of the bases and one of the credible frameworks for a lasting political solution to the Libyan crisis.
The AU PSC also took note of the “considerable progress made in preparations for the conduct of the electoral process in Libya during the meeting of the Joint Commission between the House of Representatives and the High Council of State, held from May 22 to June 6, 2023 in Bouznika, Morocco, which made it possible to resolve disagreements and formulate the laws governing the next presidential and legislative elections in Libya.
During this meeting of the AU PSC, it will be recalled, the Ambassador Permanent Representative of the Kingdom to the AU and the UNECA, Mohamed Arrouchi stressed the importance of dialogue and consultation between the various Libyan actors as the only lasting way out of the crisis.
He also recalled the crucial role played by the Kingdom of Morocco in the settlement of the Libyan conflict, in particular by hosting the negotiations which led to the Skhirat Agreement in December 2015.
Mr. Arrouchi highlighted the importance of the results obtained during the Joint Commission between the House of Representatives and the High Council of State, which was held in Bouznika, from May 22 to June 6, 2023. These discussions made it possible to forge a consensus around electoral laws and to resolve the essential points of divergence for the organization of presidential and parliamentary elections in Libya.
The meetings organized by Morocco between the Libyan parties, since the outbreak of the political conflict in this sister country, are part of the Kingdom’s sincere efforts to resolve the crisis peacefully and without foreign interference, he indicated.
The Moroccan diplomat stressed that the conditions are currently met in Libya to make progress in the political process, and that resolving the question of legitimacy can only happen through a transparent and inclusive electoral process.
