The new authorities resulting from the presidential election of March 24 have undertaken an inventory of state services before implementing their governance program. At RTS, where Pape Alé Niang recently succeeded Racine Talla, significant dysfunctions were brought to light.

The daily life Release revealed this Monday that the new director of the public channel discovered that employees share annually, on June 30, an envelope of 200 million CFA francs. This “common fund” is similar to those of financial authorities.

However, questions remain. Did RTS agents benefit from this sum on June 30, 2024? Does Pape Alé Niang plan to eliminate this budget line to align with the policy of rationalizing public spending advocated by the new regime? The newspaper does not give a precise answer, but indicates that an IGE mission is expected on site and that a firm is currently carrying out an audit.

At the same time, Seneweb reports that Pape Alé Niang has already taken significant action, potentially angering RTS workers. The former publishing director of Dakar Matin blocked a company agreement concluded by his predecessor with the unions. This agreement, signed shortly before the alternation, provided for an increase of “practically 80%” in workers’ salaries. Libération specifies that this decision was taken “on instructions, while waiting to know the position of President Bassirou Diomaye Faye on [le] decree signed by his predecessor, Macky Sall. This decree, dated five days before the end of his mandate, concerned a new method of financing the RTS, but was not yet effective due to the lack of an order or a corrective finance law.

In addition, Pape Alé Niang recently suspended more than 200 telephone lines improperly allocated to agents, including some retirees, and recovered vehicles allocated “illegally”.

These actions are part of a desire for transparency and rigorous management of public resources, in line with the guidelines of the new regime.
