Presentation of the structure

Within the Urban Planning, Housing and Land Department, the Territorial Strategies and Development Projects division has three main missions:

  • The development and evolution of strategic documents in terms of town planning and housing (Local Town Planning Plans and Local Housing Program in particular). In particular, the procedures for the evolution of the 31 town planning documents in force are carried out and ensured as well as the development of an intercommunal Local Town Plan initiated since June 2021 intended to cover the 40 municipalities in the territory of Grand Poitiers.
  • Monitoring of development operations in the Greater Poitiers and City of Poitiers area
  • The design and creation of geomatic data linked to these themes.

Within the Urban Planning, Housing and Land department of Grand Poitiers, under the hierarchical responsibility of the head of the territorial strategies and development projects pole, also project manager of the Local Intercommunal Urban Planning Plan (PLUI), you will carry out the missions responsible for studying urban planning documents (PSMV, PLUi, municipal PLU, etc.): contribute to the development of the Local Urban Plan for 40 municipalities, coordinate work and studies of the PLU/PLUi, development of planning procedures evolution of town planning documents (PLU, PSMV, SPR, etc.) and observe town planning policies.

You will join a team made up of 4 study managers and a lawyer, dedicated to urban planning documents and housing strategy, a geomatician dedicated to PLUi, a development operations manager and two geomatic designers.

Your activities

  • Contribute to studies (diagnostics, censuses, etc.) relating to the development of the new Intercommunal Local Urban Planning Plan for Grand Poitiers Urban Community, prescribed by deliberation of June 2021:
    • Write working and decision-making supports,
    • Draft and/or design the various parts of the PLUi
    • Managing design offices
    • Work/collaborate as a team,
    • Lead the approach with associated departments, design offices, elected officials, partners in connection with the management provided by the division manager and through the various bodies (copil, cotech, working groups by territory, by municipality and/or by neighborhood, workshops with representatives of the population, etc.)
  • Conduct procedures for the development of other town planning documents in force:
    • Carry out procedures or ensure follow-up of missions entrusted to design offices (presentation notice, modifications of opposable documents and preparation of CNIG formats in conjunction with the division’s designers)
    • Prepare the acts and deliberations specific to each procedure in conjunction with the agents concerned
  • Conduct recruitment procedures and manage the work entrusted to design offices: definition of the methodology and phasing of studies, drafting specifications, management of schedules, validation of deliverables
  • Contribute to monitoring and observation
  • Participate in the annual review of the urban planning policies of Grand Poitiers and the City (annual review, etc.)
  • Organize and implement monitoring of the systems and innovative experiments carried out in terms of planning
  • Participate in networks of local stakeholders, participate and contribute to meetings organized by stakeholders in the field, particularly within the framework of partnerships or memberships of Grand Poitiers in networks of stakeholders in the field (Club PLUi, AdCF, etc.)
  • Participate and contribute to transversal approaches led by the cluster or other departments of Grand Poitiers (Local Housing Program, Mobility Plan, etc.) or other structures

Profile

With a 2nd or even 3rd cycle degree in urban planning, after studying geography or training as a landscaper or architect, you have mastered urban planning procedures and the main technical and legal tools in urban planning, planning and development. You have in-depth knowledge of geography, urban planning, development, the environment and cartography.

The person responsible for studying urban planning documents must have:

  • solid experience in planning, particularly in the context of town planning document procedures: Local Urban Planning Plan (intercommunal), Territorial Coherence Plan, etc.;
  • professional practice, including experience of working in a multidisciplinary team and project group, in an urban planning agency, similar structure, communities or design office;
  • a keen sense of relationships with institutional and private partners and with community services
  • the ability to lead working groups and meetings, teamwork;
  • a sense of synthesis and perfect mastery of written expression;
  • availability, an ability to organize oneself, to prioritize priorities in line with one’s hierarchy;
  • very good computer skills in the use of mapping tools (ArcPro appreciated) and graphic expression tools (PowerPoint appreciated and Adobe suite)
  • Driving license B is essential.

Conditions for carrying out missions

  • Position open to teleworking (2 days maximum per week).
  • Main place of work: Hôtel de la Communauté Urbaine – 84 rue des Carmelites in Poitiers.

Remuneration

Statutory remuneration + compensation plan + annual bonus + mutual participation + pension provision + CASC (Social and Cultural Activities Committee).
