C’is one of the biggest projects of the mandate, scheduled to open in September 2028: the creation of a training center on the site of the former Saint-Charles hospital. Discussed on Thursday, June 27 during the last community council via the vote on a budget envelope, the project is taking shape. Deputy CEO of Semdas (1) and Charente-Maritime Développement (2), Patrice Acquier has drawn up the broad outlines of the future site that will emerge from the ground near the Saint-Charles bar.

The building will include underground parking, a ground floor and three floors within a height limit of 28 meters in order to comply with the PSMV (Preservation and Development Plan). Patrice Acquier indicated that “the architectural unit will be very close to the Saint-Charles bar”, a building marked by its brutalist style imprint. With the idea of ​​making it “a signature building”.

Public and private

The buildable surface area (14,000 square meters) is slightly less than that of the Saint-Charles bar (15,000 square meters). A little more than half of the floor space will be carried by a public actor, Caro (7,900 square meters). Devolved to the private sector, the other will be taken care of by Semdas (6,100 square meters).

Today, there are still nearly 4,500 square meters available (read elsewhere). While the allocation to tertiary offices was mentioned via the interest shown by investors, “the desire is to concentrate training on this site”, assures Patrice Acquier, adding that this “future Rochefort flagship in terms of higher education” will eventually welcome 800 to 900 students per year.

The operation is valued at 46 million euros excluding tax (55 million including tax), of which 20 million are carried by Semdas. Nearly two thirds of the operation under public project management by Caro (26 million euros) concerns the nursing school with 16.7 million euros. The financing plan is currently being studied: the only certainty is the contribution of 5 million euros from the Region for the IFSI-IFAS.

The winner of the design-build contract will be known in October 2024, with construction expected to start in the first quarter of 2026. The duration of the works is estimated at 21 months, with delivery scheduled for May 2028.

What training?

The Nursing Training Institute (IFSI) and Nursing Assistants (IFAS) of the La Rochelle-Rochefort hospitals will occupy 4,000 square meters, the Rochefort Alternance group nearly 1,200 square meters. Exchanges with the CCI suggest the establishment of two organizations on nearly 1,500 square meters with the creation of new branches of Cipecma (Châtelaillon) and the Actora group (Saintes), common spaces (reception, cafeteria-restaurant) on 2,900 square meters. Nearly 4,500 free square meters remain dedicated to training spaces to be developed. Among the avenues explored: speech therapists, advanced practice nurses, care assistants. The Red Cross training sector has also made contacts.
