As part of the revision of the local town planning plan (Plu)a debate on the directions of planning and sustainable development project (Padd) took place during the municipal council meeting of November 7, 2024 in Magny-en-Vexin (Val-d'Oise).
“Centrality, heritage and development” are the three axes that the City of Magny-en-Vexin intends to defend in its local development program.
“Magny-en-Vexin, a reinforced central hub within a larger basin”, is thus supported in the planning and sustainable development project (Padd), element of the Plu (local town planning plan) which defines orientations in terms of territorial planning policy. This is the point that was discussed at the last municipal council meeting.
“A goal that is not necessarily to be achieved”
To achieve this, the town, with barely 6,000 inhabitants, does not rule out an increase in its population by considering 400 additional housing units by 2036.
The Plu de Magny would thus be in line with the next Sdrif (Master plan for the Île-de-France region), which provides for development of the Ile-de-France region oriented towards
“a new balance around 144 groups of municipalities identified as inhabited areas where living areas are strengthened […] and 50,000 new Ile-de-France residents each year,” notes Teresa Beyer, deputy delegate for town planning and sustainable development.
The regional development plan would impose a 15% increase in housing by 2024.
“In Magny, we must accommodate 400 additional housing units,” announces the elected official. A subject which did not fail to arouse reactions in the municipal opposition.
Lack of consultation
“The Padd is not just a simple administrative document, it shapes the territory and the future of the municipality. It must meet the needs of residents,” reacts Thomas Vatel, municipal councilor (Dvd) of the list A Future for Magny.
The elected official denounces a lack of consultation on this subject.
“It is essential that a Plu reflects a participatory process”, while two public meetings took place… “just exchange formalities”, considers the one who proposes the establishment of “co-construction workshops where citizens could suggest alternative ideas. »
“We must fight against these 400 new housing units”
The former candidate for mayor developed his opinion on the Padd and the new housing project.
“If we have to welcome new residents, let’s do it under good conditions,” emphasized Thomas Vatel.
“I think there are going to be a certain number of difficulties in terms of service and infrastructure needs […] We must fight against these 400 housing units. Madness considering current equipment,” he denounces.
A more tempered reaction from the left list Skills for Magny.
“We have difficulty seeing how we can add 400 housing units,” asks municipal councilor Olivier Serre.
“It is difficult to think that we can override the obligations of the Sdrif,” he conceded, however, further supporting his argument on the absence of development of services, particularly transport in rural areas.
“If it’s to put 15% of solo users on the roads of Vexin to get to work,” he takes as an example.
“Today we are missing a real reflection on housing and the renovation of housing to create a residential pathway, without overbuilding,” he defends.
So many reactions which led to clarifications in the municipal majority.
“A register at the town hall is accessible to people wishing to express an opinion on the revision of the Padd. A public inquiry phase will take place after the Plu is stopped,” said Teresa Beyer, to respond to the lack of consultation mentioned by the opposition.
“The Sdrif does not impose 400 new housing units, it suggests the creation of housing by 2040 and we are moving towards this objective, by retaining plots likely to be used for the establishment of new housing,” she said. supported.
The construction of a new hospital must make it possible to free up the space it currently occupies for housing and the planned establishment of a general education high school must also meet the needs of service to the population and the installation. families, ensuring a complete educational journey.
Luc Puech d'Alissac, mayor (Dvd) of Magny-en-Vexin, reassured his municipal council “The 400 additional housing units are not a goal to necessarily be achieved! »
