The Standing Commission of Charente-Maritime met recently. It validated the decisions of the contract between the Department and the State as part of the local implementation, over the period 2024-2027, of the new National Solidarity Pact. This took over from the National Strategy for the Prevention and Fight against Poverty. The Department is committed to this plan to the tune of €2.134 million. The State’s contribution is €654,607.

Furthermore, the Standing Committee validated the following decisions:

Royan Atlantique urban community city contract (2024‐2030)
The Standing Committee approved the draft City Contract of the Royan Atlantique Urban Community, which aims to strengthen social ties within the urban area, particularly through the deployment of departmental policies.

Support for agriculture
Subsidies worth €52,600 are awarded to agricultural organizations. The Permanent Commission also helped two farmers to set up by granting €5,000 to each: a farmer in mixed farming-cattle breeding (meat production) based in the commune of Mortagne-sur-Gironde, and a farmer also in mixed farming- cattle breeding (meat) located in the commune of Saint-Just-Luzac.

Combating the risk of submersion
The Standing Commission has sold to the Royan Atlantique Urban Community a set of plots belonging to the Department that are necessary for carrying out work to protect against marine submersion. The objective: to raise and strengthen the existing protection structure on the Barzan coastline in order to protect the homes located in
risk areas.
The Permanent Commission also validated the preliminary project aimed at creating close protection against submersion in the commune of Chenac-Saint-Seurin-d’Uzet.

Trezence Valley
The Permanent Commission has integrated the creation of a hiking, equestrian and mountain bike route on the Vallée de la Trézence site into the Departmental Cycle Routes, Greenways and Hiking Plan. In this context, she entrusted the study missions for the creation of a hiking trail to the Departmental Roads Union.

Energy Policy
As part of the Territorial Renewable Heat Contract (CCRt) signed with ADEME, the Standing Committee awarded €26,460 to SCI L’immobilière du Port – ADEI for the installation of two wood pellet boilers on the Loulay site, as well as €6,145 to the municipality of L’Houmeau to carry out preliminary studies for the installation of a geothermal boiler on a water table for the school premises.
The municipality of Saint-Genis-de-Saintonge has also been allocated €17,846 to carry out preliminary studies on the use of groundwater geothermal energy for several municipal buildings, and €2,550 to carry out preliminary studies on the installation of geothermal energy in the gendarmerie.

Rural equipment program
The Permanent Commission has dedicated an amount of nearly €1,163,000 to carry out the operations included in the Rural Equipment Program throughout the territory (cleaning of marshes, management of watercourses, ecological restoration, restoration of the network hydraulics and ditches…).

Extension of the Departmental Technical Centerl
The Standing Committee validated the acquisition, for an amount of €144,000, of plots necessary for the extension work of the Departmental Technical Center of Saintes.

Agreements relating to developments
The Standing Committee has entered into several agreements with the municipalities of the territory to carry out the studies and work necessary for road developments (crossings, streets, safety, road resurfacing, etc.). The total amount of the planned work and studies amounts to €532,200.
The municipalities concerned are: Saint-Georges-d’Oléron, Saint-Sulpice-de-Royan, Colombiers, Saint-Christophe, La Jarrie, Croix-Chapeau, Salles-sur-Mer, Saint-André-de-Lidon, Bercloux, Thénac.

Departmental cultural policy
The Permanent Commission allocated €478,921 in operation to event leaders. It also devotes €87,862 to investment in public reading and dedicates €25,500 to planned excavations.

Youth and citizenship policy
As part of the Departmental Plan for Youth, the Standing Committee approved partnership agreements with the Unis-Cité association, for an amount of €22,560, the Voisins Solidaires association, for an amount of €35,000, and finally the Passeport du Civisme association, for an amount of €15,000.

Departmental sports policy
Operating subsidies of €144,540 are awarded to sports stakeholders in the region, as well as €10,940 in investments (individual grants, assistance with events and the purchase of equipment, sports partnerships, etc.).
