Beaune Municipal Council – Financing of the nautical stadium ignites debates

This Thursday evening, during the municipal council, discussions heated up around the possible financing plan for the rehabilitation of the nautical stadium. Opposition groups strongly contested the use of CCAS funds for this project, while the mayor defended this decision by highlighting the social and educational importance of the structure.

The work will begin after the summer period (early October) for a duration of 15 to 18 months. One line in the possible subsidies has posed problems for the two opposition groups “Beaune Convergence” and “Pour Beaune Vraiment”: that of the CCAS of the City of Beaune with an amount of one million euros.

For Carole Bernhard of the group “Pour Beaune Vraiment”, “ How is the CCAS intended to finance the work on the swimming pool? I know that he received a legacy of 3 million euros with mention of helping the most disadvantaged, for me this is a diversion from the initial wishes of the donors. This sum would be more useful if it could be injected into the food basket », referring to his idea of ​​a Common Food Fund.
For Alain Suguenot, it is a question here of showing solidarity in order to allow as many people as possible to be able to use this structure by supporting the various audiences with differentiated prices: “ This is part of the social policy in favor of sport that I have to discuss with the CCAS. The swimming pool entrance fees are the cheapest in Burgundy – Franche-Comté », recalling the new subscription card prices voted last September: the annual card at €99 disappears in favor of a quarterly card at €25 (for the full price…).
« The City wanted to keep control of this structure which is useful to society and in particular for learning to swim. », he relates, adding that with a delegation of service the prices would have imploded “ at €150 for three months and a one-off entry fee of €6.50 with a dealer. The CCAS will benefit from €3 million from the sale of Soprema, a sum not used until now because it is dedicated to investment and not to operations. ».
Emmanuelle Jeunet-Mancy from the opposition group “Beaune Convergence” said she was surprised to see this line included, which she was not aware of even though she is an administrator within the CCAS: “ You never told us about it! It’s amazing to see this amount listed ».
Alain Suguenot recalled that this deliberation is only an authorization to request subsidies: ” The CCAS remains responsible for voting on it or not ” This point was voted on with two votes against from the “For Beaune really” group.

Reminder of the rehabilitation work on the nautical stadium
By deliberation dated June 22, 2023, the Beaune Municipal Council approved the direct management to ensure the renovation and management of the future nautical stadium. This decision follows the studies carried out, which indicated that, in the case of a public service delegation, the annual expenses would amount to at least €1,400,000 over an estimated contract duration of 22 years.
The work program, estimated at 15 million euros, provides:
– complete renovation of the equipment with demolition/reconstruction of offices and changing rooms.
– maintaining the three pools, with an outdoor pool transformed into a covered learning pool.
– the redesign of technical premises and the upgrading of equipment to meet energy performance objectives, in particular with thermal solar panels, water collectors, etc.
– the implementation of energy recovery and renewable energy solutions including thermal solar panels, water collectors, etc.
– partial de-waterproofing of external beaches and improvement of water management.
– improved visibility and access from the existing forecourt.
– a modern architectural style with the use of stone, clear coating and glass.
– glass facades for the covered pool halls overlooking the exterior beaches.
The project aims to strengthen the image of the nautical stadium as a place of leisure, relaxation, learning and sports training, with an attractive and social pricing policy.
