At the last meeting of the Touraine Val de Vienne Community of Communes (CCTVV) held on Monday, June 24, 2024, the issue was to approve the PCAET (Territorial Climate Air Energy Plan) resulting from the law on the Energy Transition for Green Growth (LTECV). The CCTVV committed itself by deliberation to the development of this PCAET which was voted on in its updated version.

Prices for the household waste fee.

The fee for the first half of the year was increased by 9% between the second half of 2023 and the first half of 2024 during the community council meeting in December 2023, but the 2024 Smictom amounts were not known at that time. So the increase is ultimately insufficient. The balance will be based on the fee for the second half of 2024. The proposed fee increase is therefore +10.83%, i.e. an overall increase over the year 2024 of +15.49%.

A long discussion ensued around this angry subject, with most of the community councilors never tiring of criticizing this very violent increase in the fee rates, and the president explaining once again that this increase is decided by the Smictom and not by the community of communes. The prices of this fee were finally voted narrowly by 22 votes for, 18 against and 2 abstentions (1). At the end of the vote, President Christian Pimbert did not hold back from expressing his dissatisfaction: “At each Smictom meeting, we have a certain number of elected representatives from the 40 municipalities of our community who, when we announce this increase to them, vote for it. When these same representatives meet at a community meeting, and I present to them the same increase decided in advance, they vote against it. I would like someone to explain to me the consistency of certain votes. We still need a little more reflection and coherence in our assembly”he thunders.

Land sales

Jonathan Jahant, individual entrepreneur (commercial name Propose37) would like to acquire part of lot 1, with an area of ​​9,261 m2on the ZA La Gare in Crouzilles, and belonging to the community of communes, in order to construct a building of approximately 1,200 m2 (roof fully equipped with photovoltaic panels), to accommodate its joinery installation activity as well as boxes intended for rental. The community council therefore decided, with the opinion of the estates, to sell this plot to it at the price of €6 excluding tax per m2.

Another plot of land of 25,850 m2 belonging to the community of communes, located in the commune of Brizay, partly classified in a natural zone of 5,334 m2and partly in an area to be urbanized, of 20,516 m2would be of interest to this municipality which wishes to acquire the 5,334 m2 classified as a natural zone and 10,516 m2 classified as an area to be urbanized. CCTVV would retain ownership of the remainder of the plot, namely 10,000 m2 classified as an area to be urbanized. The community council accepts this transaction at the price of €0.50/m2i.e. a total amount of €7,925.

Grant applications

CCTVV, organizer of the second edition of the Festi’Val de Vienne in Touraine on July 5 and 6, 2024, is requesting “EAFRD-leader” aid in the amount of €19,753.68 for an overall budget of €24,692.10 and a remaining charge of €4,938.42.

Two other grants are requested from the departmental council: one of €2,500 for current music workshops at the college and the other of €14,000 for the operation of the intercommunal music school.
