Isère: thousands of housing tax notices issued in error

In recent weeks, several Isère tenant taxpayers have received housing tax notices for housing they no longer live in. On the other hand, several hundred owners have received Vacant Dwelling Tax (TLV) notices. Mistakes that the unions attributed to recurring bugs within an online application called “Manage My Real Estate Property” (GMBI). As a result, dozens of individuals go to the Public Finance Center in .

“Can't do anything online”

If there are so many people, it's because online procedures are impossible, we don't understand anything, there are miles of text, and too technical vocabulary.” protests Jean-Michel. He and his wife Françoise are in the queue, outside the Public Finance Center. The couple lives in Proveysieux near Grenoble, and are owner of an apartment rented to individuals. We received a council tax notice on vacant accommodation, even though this apartment is rented and always has been. We are asked for 247 euros“, adds Françoise. “We tried to dispute all this online, but impossible. So we came” she concludes.

A little further in the queue, Paola and her mother-in-law made the trip from . “My mother-in-law's home is deemed vacant, even though she lives there. We ask him for the sum of 1,900 euros, it's far too much” she explains. “We tried to make several phone calls, without success. So we came, we would like to understand” she continues.

“By dint of automating everything, errors multiply”

The CGT Finances Publiques held a press conference on Tuesday November 19 on the subject. For union delegates, if individuals suffer the consequences of repeated bugs in the GMBI application, civil servants also suffer. “The applications work poorly, so individuals come directly to us. This creates a flow of people that is difficult to manage,” explains Agnès Martin, union representative. “Especially since positions are not filled” she added.

The union estimates that there are around a hundred unfilled positions, out of 1,200 in Grenoble. “When there is a shortage of positions and there is a large influx of people, it is very difficult to manage. Right now, dozens and dozens of people are coming for the same reason. Result, no one works in the offices, everyone is in the public service” concludes Sébastien Rioux, union delegate. For its part, the public finance department recognizes several bugs in recent weeks, but ensures that everything is done to ensure that the crisis is resolved, explains Thomas Payard, responsible for tax management in Isère .

It's true that this year we detected anomalies. We detected them quite quickly. We will restore things, each owner or tenant concerned will receive an email, then we will carry out automatic reliefs” he explains. Every year, 75,000 housing tax notices are issued in Isère, this year 6,000 of them were issued in error.
