Speaking at a press briefing yesterday, Wednesday June 26, Ayib Daffé, new president of the Yewwi Askan Wi parliamentary group, referring to the omission of certain notions in the new internal regulations of the National Assembly, noted that the hearing of Prime Minister Ousmane Sonko is “currently impossible”.

To justify his position, the new leader of the parliamentary group of the regime in place and who nevertheless embodies the parliamentary minority raised a “serious legal void” in the current version of the internal regulations of the National Assembly, published in July 2021 Indeed, according to him, the internal regulations distributed to the parliamentarians of the fourteenth legislature during their installation on September 12, 2022 “omitted modifications made by the organic law of 2019”, in particular those concerning the abolition of the position of Prime Minister.

In 2021, the old regime passed a law to restore the post of Prime Minister. But, at the same time, no other organic law has been passed to restore the position of Prime Minister in the internal regulations. Which means that the Prime Minister is absent and does not exist in our internal regulations and there is also no provision in the internal regulations which makes it possible to specify the modalities of organization and holding of a Policy Declaration general, a motion of censure and a question of confidence,” he underlined. Before hammering out: “The Prime Minister, the General Political Declaration (Dpg), the motion of censure and the question of confidence are repealed from this new version of the internal regulations of the National Assembly”.

Continuing his remarks, the former representative of candidate Ousmane Sonko during the last presidential election, considering that the absence of these different notions in the internal regulations of the National Assembly “renders any procedure linked to the General Policy Declaration obsolete” , indicated that his group will contact the Prime Minister, Ousmane Sonko, under the same conditions as he did with his predecessor, Amadou Ba, to inform him that the current internal regulations do not oblige him to make his Declaration general policy (Dpg). “Our colleague Guy Marius Sagna had written to Prime Minister Amadou Bâ to inform him of the impossibility of holding the Dpg. But he had forced his way through, he had ignored the provisions of the Internal Regulations. Should we continue to evade the law? We will contact the Prime Minister under the same conditions. It’s up to him to decide whether he will do his Dpg or not. But the current Rules of Procedure do not require him to do so. », concluded Ayib Daffé, president of the Yewwi Askan Wi parliamentary group, also interim Secretary General of the current ruling party Pastef.
