It is the armed wing of the City in terms of development. For around ten years, the Mediterranean Local Public Company (SPLM) has been implementing urban projects in the municipality within the framework of concessions. This Monday, June 24, on the occasion of the municipal council, the annual report of the “Grand Sud Passion” concession and that of the “Cœur de ville II” concession were therefore at the heart of the discussions.

In the first, the SPLM is notably responsible for developing the supply of housing (while providing social rental), offices, shops, services, leisure activities and soft roads. “Grand Sud Passion occupies a large and fairly complex area”introduced Yves Joly, deputy mayor and president of the SPLM. The land concerned falls largely within the commercial zone of La Valette, up to the border of the municipalities of Toulon and La Garde.

The big Fourches project in stand-by

Firstly, in the Famille Passion sector, we note that the Initial residence was inaugurated in April 2024, east of Avenue 83. Right next door, just 400 meters from the university, a student and youth residence assets must see the light of day. It will offer 419 accommodations, including many studios. The SPLM transferred the land charges to the operator in charge of construction and the first stone was recently laid, for delivery scheduled for summer 2026.

To the west of the shopping center, on the other hand, discussions remain ongoing with the land owners, in order to possibly ensure control of the area.

On the Fourches side, at the motorway exit, the project to create a labeled eco-district is “in a dead end”said Yves Joly. Studies were carried out in 2023, but this part of the concession is facing obstacles in terms of financing and the local urban planning. Initially, the project planned five ten-storey towers. “We’re going to think about something else.”we are assured at the SPLM.

In the Coupiane – Coudon sector, a permit is currently being examined and work should start at the end of the year for the completion of a project opposite the Vallis Laeta sports park. It consists of an intergenerational program of 78 housing units spread over five buildings (three of which have been rehabilitated), with 78 parking spaces. On the Mistral school site, there will be no construction, but the creation of a green parking lot once the land has been released (during the delivery of the new school group, scheduled for All Saints’ Day). ).

As for the site of the old Post Office, no project has been carried out there to date by the developer.

On the second concession, the SPLM must contribute to “the affirmation and strengthening of the centrality of the city heart”.

A new delivery in the heart of the city

The most ambitious program, Fleurs de Genêt, is located at the western entrance to the city center, with 200 housing units, 59 senior housing units, 391 underground parking spaces and 4,500m2 of planted areas. The team in charge of designing and monitoring the project was selected in 2023. The operation, which will transform the Anatole-France school and the senior residence, is now at the public consultation stage. Construction is expected to begin at the end of 2025.

At the eastern entrance, the construction of the Terrasses du Pin, a complex including 85 housing units, 565m2 of commercial premises, as well as the new art gallery, continues to be postponed. On September 15, 2023, the Toulon administrative court canceled the first building permit for exceeding the height of one of the buildings. And the amending permit, granted last January, is currently the subject of an action before the judicial court. The SPLM will soon present a new permit.

Finally, on avenue du Char Verdun, the entire Clos Violettes residence – which includes 30 housing units and three commercial premises – must be delivered next week.
