The rental permit in Pamiers, in force for four years to combat substandard housing, sees its scope extended to new sectors such as Jeu-du-Mail, Gloriette and Foulon, areas where problems of unsanitary housing have been reported. This extension was validated on November 5 and now concerns more diffuse residential areas. On average, around 400 inspections are carried out each year, 80% of which are in the commune of Pamiers, with reservations expressed in half of the cases, allowing improvements before rental. Appreciated by real estate agencies and certain owners who see it as a form of label, the measure nevertheless has some limits. Some areas still face persistent problems with substandard housing, despite the initiative. Françoise Lagreu-Corbalan, opposition councilor, observes a lack of impact on long-term housing, while owners sometimes try to circumvent the regulations. To compensate for these inadequacies, the CCPAP collaborates with the CAF to cross-reference information and facilitate the detection of unsanitary housing. Histologe, a dedicated State site, also allows these situations to be reported, an approach encouraged to continue the effort to combat substandard housing.
