which intermunicipalities in La Manche will see their budget impacted?

In its finance bill which arrives in the Senate, the government provides for measures which will impact the budgets of the local communities with a drop in revenue encrypted at 5 billion euros.

In a context where mayors are speaking out against the announced cuts, where right-wing departments are threatening not to pay the RSA (Active Solidarity Income) from January, theassociation of intercommunalities of France joins the concert of horns:

“In addition to the system of direct withdrawal from the revenues of the 450 largest communities (3 billion euros), there is in fact the reduction in the FCTVA, the freezing of the VAT dynamic, the increase in the contribution rate to the CNRACL, the reduction of the DCRTP, creating a toxic cocktail effect for communities. Thus, all communes and all intermunicipalities (communities of municipalities, agglomerations, metropolises) will be concerned and will suffer the consequences of this unprecedented attack on local budgets, which represents at least 8.5 billion euros for all communities. »

More like 2.5 million for Cotentin

To illustrate the impact of the measures envisaged, Intercommunalités de France has published a map assessing the individual contribution of communities to recovery of public accounts. With the exception of the Mont Saint-Michel Agglomeration (elements unavailable), it gives an overview of the drain that the intermunicipalities of La Manche could experience.

Looking at this map, the Cotentin Agglomeration is by far the imost affected intercommunity in the department with forecast amputation of 4.7 million euros (3.8% of its revenue).

“The figures are not consolidated since, between the government's announcements at the beginning of October, the parliamentary discussion and what will emerge from it, we do not currently know the loss for the Agglomeration,” explains its president David Margueritte.

We are instead looking at a loss estimated today at 2.5 million euros. We are hopeful that the final text will limit the impact for local authorities.

Intercommunalités de France estimates the drop in resources at 1.1 million euros for Saint-Lô Agglo (2.9% of its revenue), 600,000 euros for Coutances mer et bocage (1.7% of its revenue), 400 000 euros for Granville land and sea (2.1% of its revenue), 200,000 euros for West Coast Center-Manche (1.8% of its revenue), 200,000 euros for Cotentin Bay (1.7% of its revenue) and 100,000 euros for Villedieu Intercom (1.2% of its revenue).

“Poorly distributed effort”

Through its simulations, the association denounces “a poorly distributed effort“, the most populous communities are not “necessarily the richest even though they contribute more”.

The weight of the punctures will not be not without consequences. The association of intercommunal elected officials calculates the losses at the equivalent of increase in property tax by “more than 2 points”to a reduction in gross savings “by almost 30% on average”to a reduction in intercommunal investment “by 15%” . She makes common cause with all the associations of elected officials in the local bloc by asking senators to make corrections.

The Luxembourg Palace has started to redesign the communities section by canceling, in the Finance Committee, the planned reduction of 800 million euros in the Compensation Fund for Value Added Tax (FCTVA). The deputies having rejected the revenue aspect, it is the government's initial version which will be discussed in plenary in the Senate with a series of predictable amendments, the upper assembly having the opportunity to make its mark.

In the end, the Prime Minister will “probably” hold his government responsible for the budget through the article 49.3of the Constitution, thus allowing the adoption of the text without a vote. In an interview with West FranceMichel Barnier promises “significant adjustments” in favor of communities.
