Gérard Delamotte lets out a rant. While he says he sees regular incivility that has gone unpunished, the retired with a disability aged 87 himself received a contravention for parking in a delivery space in Fleury-sur-Andelle (Eure).

The place reserved for disabled people was already taken.

The “handicapped” place already taken

At the end of October 2023, Gérard Delamotte, resident of Wandering and former president of the UNC of his village, goes to Fleury-sur-Andelle as usual for a few errands.

When he arrives, rue du Général-de-Gaulle, all the places are taken, including the one reserved for disabled people in front of the old pharmacy as well as the one in front of the new one.

He therefore parks in the space dedicated to deliveries next to the bookstore.

Parked less than fifteen minutes

“I was looking for crosswords in the bookstore and then for bread at the bakery across the street,” says Gérard Delamotte, who considers experiencing an injustice, “all of this took me less than fifteen minutes. »

When he returns, he is surprised to find a ticket on his windshield, next to his mobility inclusion card giving him the right to park in spaces reserved for people with disabilities.

But not in the delivery area.

He contests but the court confirms the fine

He therefore decides to contest the ticket drawn up by a municipal agent.

The latter is finally confirmed by the Évreux Police Court at the end of May 2024.

He therefore paid his fine of €35, but also the filing fees linked to his challenge of €31, which brings the whole thing to €66.

The town center of Fleury-sur-Andelle has five spaces reserved for people with disabilities: two on Place de la Mairie, two on Rue du Général-de-Gaulle and one in the Post Office car park. When contacted, the town's pharmacy said it had not received any comments regarding an insufficient number of places reserved for people with disabilities. “On the other hand, we are sometimes told that this space is taken by someone who does not have a card giving them the right to park. »

An incivility not always reprimanded, even though the town hall parking lot is a few dozen meters further down. Unlike, it seems, parking in delivery spaces…
