The Minister of Foreign Affairs, the Honorable Mélanie Joly, announced today that Canada is imposing additional sanctions on 13 individuals under the Special Economic Measures for Russia Regulations.

These sanctions are imposed in connection with the death of imprisoned Russian opposition leader Alexei Navalny on February 16, 2024, and Russia’s continued flagrant and systematic human rights violations.

Those targeted are senior officials and officials from Russia’s investigative agency, prison service and police force who were implicated in Mr Navalny’s ill-treatment and death. This includes the poisoning of Mr. Navalny with a Novichok-type chemical nerve agent in 2020, his illegal detention at a Moscow airport in 2021 upon his return to Russia, after being treated for the poisoning in Germany, the non- respect for his fundamental rights during his incarceration, the lack of investigation into the causes of his death and the long delay in the handing over of his remains to his family.

Minister Joly spoke today with the chair of the advisory board of the Anti-Corruption Foundation and widow of Alexei Navalny, Yulia Navalnaya, to inform her of the announcement. Minister Joly also reiterated Canada’s continued commitment to holding accountable those who commit human rights violations, including by opposing the regime of Vladimir Putin and contributing to efforts towards a free Russia. of corruption.
