Several important subjects were on the agenda of the Pyrénées Audoises intercommunal council this Thursday, November 7. But following the gradual departures of elected officials, two of them had to be moved to the next council.

Thursday, November 7, around 8 p.m., the office of the community of communes of the Pyrénées Audoises was forced to end the community council without having been able to address all of the 18 subjects and two additional questions on the agenda. Indeed: if the quorum was fair but sufficient to start the meeting, the successive departures of elected officials reduced the number of participants, preventing the smooth running of the votes.

Several of them did not hide their dissatisfaction. “This is unacceptable.” “As elected officials, we have a certain responsibility”. One of them notably attacked elected officials from the commune of Quillan:“We had two subjects concerning them on the agenda and of the 11 registered by Quillan only one is there”.

However, the most burning subjects were able to be voted on, after the presentation to elected officials of the parent-child reception center (Laep) and the rural laboratory.

Membership of the Aude slaughterhouse

Like the Limouxin intercommunality a few weeks earlier, the elected officials of the Pyrénées Audoises had to decide on their membership in the SCIC of the departmental slaughterhouse of Aude. Despite the historic investment of this intercommunity since the start of the project, the subject has sparked long debates.

Some have expressed reservations about the model of a dual SCIC and mixed union entity. Already used for several years, some see a risk of “repeat previous mistakes”. Others wonder about “the way in which these two authorities will agree in decision-making”. “I remind you above all that according to the various studies which have been carried out to save this slaughterhouse, there is a real need for management, which you are absolutely not talking about”noted Jean-Marc Muratorio, elected to the commune of Mérial.

The president of the intercommunality, Francis Savy, somewhat annoyed by these reactions, recalled that “everything couldn’t be done at the same time”and that the maintenance of a mixed union “allowed the Department to come”which is impossible for him in the SCIC due to lack of financial competence.

With two abstentions, the elected officials present nevertheless voted for the acquisition of 2,000 shares at a unit cost of 10 euros, or 20,000 euros.

Work on the Quillan nursery

Within the framework of the agreement which binds them, intermunicipality has enabled the Department to make some savings. Indeed, through discussions, the Family Allowance Fund (Caf) increased its participation in the financing of the Quillan crèche by 10 points.

Estimated at 180,500 euros excluding tax, the renovation of the building aims, ultimately, to bring the meal preparation space up to standard, the development of spaces dedicated to staff, as well as the renovation of the laundry room and the hall. .

Caf's participation therefore increases from 50 to 60%, or from 90,000 to 108,300 euros, making it possible to reduce the Department's share from 22% (39,400 euros) to 12% (21,100 euros).

2,000 euros for the music school

Despite a delay in submitting its application, the intermunicipality granted the Quillan music school a subsidy of 2,000 euros. A vote decided unanimously but which still generated some comments.

The mayor of Tréziers, Jean-Christophe Gauvrit, has notably deplored on several occasions that this request is being made “out of time”despite the explanations of Francis Savy who advances “a particular context” to justify this exemption. “It should not become a norm for all associations to do the same,” however, notified the mayor of Tréziers.

“I think it would be especially important to ask all the municipalities of the Pyrénées Audoises to participate in the financing of this schoolnoted David Fernandez, elected official from the commune of Campagne-sur-Aude. This is one of the institutions that is beneficial for all children.”

Many agreed with him, including Jean-Marc Muratorio. “In this regard, this school should participate in bringing our villages and our heritage to life with free concerts for the communities, in fair return”underlined the elected official of the commune of Mérial.
