The Prime Minister, Michel Barnier, presented this Monday a series of measures dedicated to the fight against violence against women.
“A before and after Mazan”. On the occasion of the International Day to Combat Violence Against Women, Michel Barnier visited the Women's House in Paris this Monday. He presented, along with several members of his government, a new “battle plan” to fight against the phenomenon.
Chemical Submission Awareness
Faced with the “still little-known question of chemical submission”, the head of government announced the reimbursement by Health Insurance of detection kits “in several departments” on an experimental basis and according to a schedule yet to be defined.
“In recent months, the French have been deeply marked by the incredible courage of Gisèle Pelicot,” declared Michel Barnier, promising zero tolerance towards violence against women and felt that it was necessary to “go further” .
An awareness campaign on chemical submission will at the same time be launched, at the initiative of the association “M'endors pas”, co-founded by the daughter of Gisèle Pelicot and the Crafs listening platform (Reference Center on attacks facilitated by substances), in partnership with the Order of Pharmacists.
This campaign provides for the display of a QR code, a telephone number and the address of the Reference Center on attacks facilitated by substances in the 20,000 pharmacies in France. The opening of a specialized listening and support platform is also planned.
Widespread hospital complaints
The Prime Minister notably addressed the generalization of the system allowing victims of violence against women to file complaints in hospitals in France with an emergency or gynecological department.
Currently, this is only possible in certain establishments, notably in Île-de-France, and the objective is to extend this system to 377 structures by the end of 2025.
“For all hospitals that have an emergency department and a gynecological department, within this hospital, in fact, a woman who travels there will be able to file a complaint,” explained Salima Saa , the Secretary of State for Gender Equality. It will then be up to the establishment to contact the police station or gendarmerie so that someone can come “to take the complaint”.

Universal emergency aid, allocated to 26,000 women last year, will for its part be increased, going from 13 to 20 million euros in the 2025 budget, according to the government.
This envelope, 800 euros on average and which can go up to 1,400 euros per person, should allow victims to meet the initial expenses of leaving their violent home.
The government plan also provides for providing each department with a Women's Center by 2025.
The rewriting of the criminal definition of rape was not addressed by Michel Barnier, since the government is only moving cautiously on this subject, in particular concerning the possible introduction of the notion of consent.
Didier Migaud, the Minister of Justice, said he was not open to a rewrite, but the executive is first awaiting the conclusions of the dedicated parliamentary mission, supposed to be delivered at the beginning of December.
