This Friday, November 8, 2024, the Departmental Assembly is meeting in plenary session to debate the Budgetary Guidelines for the 2025 financial year. As a reminder, the OB session allows elected officials to exchange and debate the developments to be expected on the budget of the 2025 financial year. the following year taking into account the financial situation.

Update on financial situation

“The increase in costs and the reduction in resources of the Departments imposed by the Government create a scissors effect likely to be fatal for certain Departments already in great difficulty like our Department.

In this difficult context, the OB 2025 pursues the following objectives:

• Limit a further deterioration in net savings,

• Maintain the level of investment at €40 million, devoted mainly to departmental buildings, and in particular to colleges, and departmental roads while continuing our efforts towards EHPADs and Health Protection establishments. Childhood,

• Assume obligations in social matters and continue our voluntary actions towards sport, culture and the local associative world at a constant level.

Find the main decisions in each of the Commissions:

Commission Education, Sport et Culture

– Following the recorded closure of Salengro college in Charleville-Mézières at the start of the 2027 school year, discussions relating to changes to the school map are underway,
– Rehabilitation of the Monthermé college: diagnostic studies, feasibility and definition of the new program will be continued in 2025.
– The “Call for college projects” operation will be renewed, for a 3do consecutive year.
– Start-up of the second departmental vegetable market in Attigny: 8 to 9 middle schools in the South Ardennes will benefit from this new service.
– War and Peace Museum: free transport and entry for all middle school students during school visits
– Finalization of the exterior design started this year,
– Continuation of voluntary actions such as support for the Atelier Canopé des Ardennes and the exceptional schooling aid system,
– Continued support for the operating costs of INSPE, EISINE and Campus Sup Ardenne,
– The digital college master plan is completed. It is now entering the deployment phase. The development of Wizzbe, Appli Secure and ENT solutions to provide college students with new functionalities is planned,
– The “culture checkbook” operation for year 6 studentsth » will be renewed at the start of the 2025 school year,
– Continued implementation of the Departmental Plan for the Development of Sport and Leisure (2023-2026).

Social Affairs Commission

Childhood & family:
– Setting up an AMI for sponsorship and mentoring,
– Continued implementation of the Fratrie project,
– Continue to develop alternative measures to placement,
– Promote the profession of family assistant to enable recruitment and fill retirements,
Social action and territories:
– Housing: Implementation of a new departmental action plan for housing, continuation of actions to combat fuel poverty and a new departmental plan relating to Reception and Housing for Travelers,
– Promote access to rights and fight against non-recourse by strengthening prevention and identification of populations in difficulty,
Elderly/Disabled People
– Improve the quality of reception at MDPH thanks to the results of a satisfaction questionnaire,
– Support the Perce Neige foundation ahead of the opening of the Foyer de Floing to target reception,
– Support the promoters of inclusive housing in the implementation of the social project shared with residents
– Help EHPADs in their restructuring projects through financial support for investment.
– Integration and return to employment,
– Implementation of a renewed support offer for RSA beneficiaries which corresponds to the expectations and obligations of the Full Employment law of December 2023,

Ardennes Promotion Commission
– Promotion of the territory: continuation of the Replenish the Senses Campaign and annual edition of the seduction magazine Ardenden!
– Change of department entrance signs,
– New community website, more accessible and more focused on user needs,
– The Tourist Office in Charlevile-Mézières will be decorated in the colors of the Department and information will be disseminated there,
– Tourism: continued animation and financial support for the Canal des Ardennes contract,
– Analysis of use of the Greenways, and evaluate the economic benefits.

Territorial Solidarity Commission
– South Ardennes greenway: Finalization of the last 3 km of the route,
– Rocade: completion of works between Prix les Mézières and Moulin-Leblanc,
– Road heritage: rehabilitation of the most degraded roads,
– Launch of the architect competition for the construction of the new solidarity house in Bogny-sur-Meuse,
– End of work in the colleges of Nouvion-sur-Meuse (half board), Vouziers and Rimbaud in Charleville-Mézières (both for the renovation of sanitary facilities),
– Development: continuation of the “Eat Well, Move Well, Be Well Informed” action in colleges with the promotion of short circuits (tasting of Ardennes products),
– Financial support for actions in the environmental field,
– Construction work on the Lake Bairon wastewater treatment plant,
– Departmental roads: development of wooded areas through the development of the timber sector.

Please note: the vote on the 2025 Budget will take place on Friday December 13, 2024.
