A reorganization into three divisions for greater efficiency
In a tense financial context, the Departmental Council has initiated a profound restructuring, organized around three major divisions under the General Directorate of Services:
– The Resources and Transformation Support Center: This center's mission is to rationalize digital and asset management, including the creation of a Digital and Artificial Intelligence Department to strengthen the use of new technologies and ensure cybersecurity. .
– The Attractiveness and Sustainable Development of Territories Pole: This pole brings together initiatives in territorial planning, including water management, infrastructure and housing. Its objective is to better coordinate environmental and territorial policies in favor of sustainable development.
– The Solidarity, Youth, Culture and Sports Center: It is dedicated to social policies, support for youth, community life and cultural and sporting initiatives. This center intends to strengthen social ties and support for vulnerable populations.

Modernization of workspaces: the OSMOSE Territorial Campus
To improve the working conditions of its agents and optimize resources, the Departmental Council announced the creation of the OSMOSE Territorial Campus in (€28,341,150, delivery at the end of 2026). This modern and ecological building will bring together several services currently scattered across different sites. It will reduce energy costs and promote a more collaborative organization, with spaces adapted to modern working methods.
The OSMOSE Campus embodies a desire for efficiency and cohesion. Designed to be energy efficient, it will offer agents a more pleasant and centralized working environment, while reducing infrastructure expenses.

Forecast management and adaptation of human resources
The report presented also highlights a policy of forward-looking management of jobs and skills, aimed at better anticipating future needs and adapting human resources to economic and social challenges. This approach includes targeted training, skills mapping and projects to retain talent in a context of strong competition between public employers.
