It was in January 2023 that the “crack plan” was adopted in Alençon in response to the emergence of consumption and trafficking of this drug across the Orne conurbation. This plan aimed to bring a tough response against traffickers, and strong for the prevention of potential consumers and treatment of drug addicts.

Two significant networks dismantled

The repressive aspect of this plan made it possible, thanks to a daily “shelling” of deal points by the police, with the assistance of **'a second anti-crime brigade group specially created for this purpose**, to overcome in 18 months, 2 significant networks and 4 dismantled deal points. Record seizures were made, with a total of 35 kg of cannabis seized, 5.1 kg of heroin, 2.15 kilos of cocaine and 548 grams of crack. At the same time, judicial police investigations led to the convictions of 34 people. Anyone involved in these cases has been systematically targeted by a criminal response from the Alençon public prosecutor's office, ranging from the automatic dismissal of first-time and repeat offenders, to immediate appearance and a ban on appearing in Alençon.

Strengthening the video protection network of the city of Alençon, with 20 new night vision cameras installed in 2023 and bringing the total number of devices to 72, is not unrelated to the outcome of a certain number of procedures.

Rental evictions made easier against traffickers

At the same time, a preventive component was deployed with the help of local associations. Drog'Aide 61, Addictions , La Rouge, Entraid'Addict61, are all structures which have multiplied actions aimed at vulnerable groups to divert them from drug consumption. Consumers were more systematically directed towards medical and hospital care. As for social landlords, they have concluded agreements with the State, the judicial authority and the security forces aimed at strengthening the security and tranquility of residents of the city's HLM park. An agreement that makes it easier to resort to eviction for tenants who are guilty of trafficking.

The assessment carried out at the end of October is a milestone. The prefect indeed confirms that this plan is intended to last as long as necessary.
