Yvelines and Les Mureaux are committed to employment

On March 1, 2024, the Yvelines department signed a financing agreement for an amount of 527,731 euros with the Territories zero long-term unemployed system (TZCLD). Created by the law of February 29, 2016, it is a public experiment emanating from the ATD Quart Monde association. Carried out at the scale of microterritories (neighborhoods), it aims to integrate people who are permanently removed from employment and benefit from minimum social benefits by creating additional positions in social and solidarity economy companies (recycling centers, grocery stores or solidarity garages). …), in the form of permanent contracts. The State and the departments are piloting the system through a territorial experimentation fund against long-term unemployment, of which they abound, in partnership with the Territoires zero long-term unemployed association created for the occasion. A first phase was carried out in ten pilot territories until 2020, the year when a new law extended the experiment to new territories. There are currently more than 60 of them.

The stakes are high. Thus, in 2022, France had 613,000 people in long-term unemployment, that is to say seeking employment for a year or more, including 295,000 for at least two years.

In the Yvelines department, there are 26,000 active solidarity income (RSA) recipients who are particularly targeted by the measure, and it is the town of Mureaux which becomes the laboratory. The first 24 employees of the employment company (EBE) Mur’Envol signed their permanent contracts on March 25. They were distributed among the different divisions: solidarity bookstore (Aptimots); production of “cop’o”, a horse litter from the used cardboard deposit; the reuse center, for the renovation of discarded furniture; the services division, which includes work and personal services; the mobility center, dedicated to bicycle maintenance; and finally the support pole. EBE Mur’Envol aims to have 90 employees in 2026.

The Mureaux experimental area concerns the districts between the Léo-Lagrange stadium and the banks of the Seine on the one hand, and between avenue Paul Raoult on the even side and the Garennes industrial zone on the other hand, i.e. more than 200 people in all.
