The future innovation center is emerging from the ground Raoul-Montbrand stadium by Pantin. The large-scale project, driven by the French Rugby Federation (FFR), in collaboration with the department of Seine-Saint-Denis, displays an ambitious “sporting and societal” projectcombining real estate program, living space and development of the practice of rugby. But some voices denounce a construction site hiding exploited workers. At the end of September 2024, around ten people went on strike to denounce the practices of the construction company Green Power Bâtiment. According to them, it is customary to practice hidden work.

Front company and hidden work

To do this, the construction company specializing in heating and plumbing would create “ front companies » in order to illegally employ workers in an irregular situation on the territory. This is how workers employed by “Hoad”, a company based in , would find themselves intermittently on the Montbrand site, under the Green Power label.

“Leaders generate fake employment contracts as well as fake pay slips in order to conceal this illegal activity and avoid paying social charges and compulsory contributions. […] These workers work in deplorable conditions and do not benefit from the rights due to them,” testifies a source wishing to remain anonymous, who worked within Green Power Bâtiments. “The managers of Green Power Bâtiments are not their first attempt: before Hoad, they used the same process with the company Integral Control Expertise,” adds this same source.

Unpaid wages, dangerous work, unfair dismissal…

Destined to disappear quickly, these companies with an opaque governance system would allow all kinds of abuses, denounce Hoad employees, who organize picketsturning points on different sites where Green Power intervenes in Île-de-.

Unpaid salaries, non-existent paid leave for two years, dangerous working conditions, unfair dismissals… “I have not received my September pay. Some were not paid for two months. I refused to work without being paid, I was fired,” says Abdoul Karim, former Hoad employee. “When I called Urssaf about a contribution that I had not received, they explained to me that my name did not appear with them. »

Undocumented workers find themselves in a dead end. “The Hoad company is a hiding place they put a nominee at his head. We want to bring down the smoke screen,” denounces Michel Campagnac, activist for the local CGT union which supports the strikers. To put an end to the practices of this “hide-and-seek employer”, a file is being built to reveal the links between the two companies and to carry out legal proceedings. The trade unionist calls for the responsibility of the order givers.

An “uncertain” parentage

Contacted, the FFR claims to have requested clarification from the company responsible for carrying out the project, NGE Bâtiment, which has entered into a subcontracting contract with Green Power. The latter continues to affirm to the FFR that the connection between Hoad and Green Power “is uncertain”.

NGE further adds thatHoad “is not approvedas subcontractor including subcontractor” for this site, and “enforces a strict policy under which no one is authorized to enter the site in order to work there if they have not provided, in upstream, a valid BTP card and a single declaration of employment. »

The company, however, did not respond directly to our requests, just like Green Power. The department of Seine-Saint-Denis, for its part, indicated Paris news that after verification, Hoad employees were indeed under contract with Green Power but for projects other than that of the future “petit Marcoussis”.

SMS exchanges thatParis news was able to consult, however, shows of Hoad employees sent by Green Power collaborators to the Pantin site. They are also equipped with “Green Power” flocked clothing and tools, as demonstrated by the photos sent to us.
