“Where were you when Presidents Wade and Macky were appointing the former directors? », question from Abdou Khadre Ndiaye, President of MONDIS. Since the coming to power of President Diomaye Faye, the President of the Movement for the Defense of the Interests of the Senegalese (MONDIS) and also an executive at the ARTP, has noted with amazement and bitterness certain clumsy outings with regard to the great institution of Telecommunications and Posts (ARTP), whose sole objective is to serve our country, Senegal, as well as Africa. This reaction follows the recent publication of ASUTIC through the press, falsely attacking the decree appointing the Director General of the Telecommunications and Post Regulatory Authority (ARTP).

The President of MONDIS wishes to clarify to the detractors of the DG of the ARTP that their ordered mission is doomed to failure. According to Abdou Khadre Ndiaye “the ARTP is one of the rare global reference authorities with sought-after skills and proven leadership at the level of international bodies. This is why these agents have no time to waste on stupid things or showing off to get noticed by the new leaders.”

A note of correction to ASUTIC, recalling that “the ARTP was created in 2004 and not in 1996 and the number of benchmarks carried out by our colleagues in the sub-region is much more telling than the elements recorded these recent times on the web. The President of MONDIS finds this outing all the more clumsy as it comes from “people who have benefited from the support of the ARTP in terms of experiences and support”.

“The ARTP is an independent administrative authority with a dynamic, strong team that works a lot and talks little” adds Mr. Ndiaye.

In fact, Abdou Khadre Ndiaye suggests, “these slayers are on an ordered mission, but they only have to remember for their good governance that the State is continuity. Today, innovation and digital technology occupy an important place in the PSE and are therefore already being implemented…”.

To close the debate, he urged the members of ASUTIC to work to achieve the objectives set, for the exclusive benefit of Senegal.

For a brief reminder, ASUTIC recently made an outing in the press to say that “on the basis of legal and regulatory provisions not in conformity with community texts, the Director General of ARTP is not only appointed by decree, without any recruitment procedure by call for applications, but worse still, it is placed under the authority of the President of the Republic, therefore under the direct influence of political power. According to ASUTIC, “this is a failure by the State of Senegal to fulfill its obligations under UEMOA/ECOWAS community law”.

In light of all these aspects, ASUTIC recommends to the authorities, while awaiting the reform of the legal framework, “the cancellation of the decree appointing the Director General of the ARTP, the recruitment of a Director General of the ARTP by transparent call for applications”.
