In Orry-la-Ville, everyone became tired when the question of the illegal dump site located near the D1017 was raised. Every year, for six years and the discovery of this deposit, the municipality has organized a citizens’ march to demand the cleaning of this site, and the number of participants continues to decrease year after year.

There were only around thirty of them on April 14 who came to the site to see that nothing had changed, and that nearly 7,000 m3 of rubble and waste, as varied as they were suspicious, still spoiled this one-hectare site between fields. and forest. As the situation continues to get bogged down, the town hall comes to consider a final solution, that of buying the land to facilitate its rehabilitation.

“It’s out of desperation”

“It’s a bit desperate,” concedes the mayor of Orry-la-Ville, Nathanaël Rosenfeld. The legal procedure is still ongoing and despite our request, the investigating judge refused to close it because the company which is at the origin of this dump has done the same thing on other sites in Ile-de-France. France. The company no longer exists but it is a sort of mafia network for which investigations are long. And on arrival, if we end up with a conviction, will the designated officials have the means to pay for the clean-up which the prefecture has estimated at 1.5 million euros? I’m not convinced of that at all. »

The president of the Oise Conservation Organizations Group (Roso), Didier Malé, frightened by the scale of the landfill when it was discovered, can only note that nothing has changed on site for six years. “Everything is still in the same state and it will remain that way as long as the investigation is underway,” regrets the environmental defender, who listed different types of waste on site, including asbestos.

It is a company based in Seine-Saint-Denis which had used the land, a former automobile scrapyard, to store all kinds of debris and garbage. LP/SG

The Oise prefecture issued an order requiring the clearance of the site in 2021 but which remained a dead letter. “I have not heard from the prefecture since the end of 2022 and a report from Ademe which estimated that the waste did not present an immediate risk to nature, which I dispute,” underlines the mayor of Orry-la -City. There is not only rubble here, there are also cans with unidentified liquids. »

To speed up the process, the elected official now plans for the city to acquire the land where the landfill is located. “The owner is not hostile to it, we started to discuss and once the land enters the municipal domain, we could request public aid more quickly for cleaning and decontamination. »

A stopgap for the mayor who, for lack of a solution, could resort to this purchase. “It’s out of desperation, I don’t particularly want the municipality to buy this land but if it’s the only way for things to happen…”
