In Orne, these 43 innovative projects will transform the territory

The Pays du Bocage, represented by Yves Goasdoué, president of the Territorial and Rural Balance Pole (PETR) of Bocage and Flers Agglo; Christophe de Balorre, president of the Departmental Council of Orne; Jérôme Nury, deputy of Orne and president of the local action group Leader and Hervé Morin, president of the region, joined forces Thursday April 18, 2024 to sign the 2023-2027 territorial contract to finance 43 “innovative, sustainable and supportive” local projects.

The territorial and rural balance pole of Country of Bocage brings together four intercommunalities of the Ornais bocage: Flers Agglo, Domfront-Tinchebray interco, the CDCs of Val d’Orne and Andaine-Passais.

This territorial contract will make it possible to finance 43 projects responding to environmental issues, economic development and improvement of the living conditions of residents.

The Pays du Bocage, a living area

It represents nearly 90,000 inhabitants and constitutes a real living area. The Bocage communities wanted to join forces and carry out joint projects for the development of the territory by creating the Pays du Bocage territorial balance pole in 2017.

“Working on the scale of the Pays du Bocage PETR means having an ambitious vision of a living area, it means investing collaboratively in structuring projects that contribute to shaping the future of our entire territory,” underlines Jérôme Nury.

€41,331,410 invested for 43 projects

This contract is important for the bocageit represents €41,331,410 of investments, of which €6,030,967 will be financed by the Normandy region, €2,158,970 will be financed by the Orne Departmental Council, €10,533,888 should be financed by other mechanisms (State, European Union, etc.), and €22,607,585 will be self-financed by the communities.

  • Axis 2: Tourism (6 projects);
  • Axis 3: Services (10 projects);
  • Axis 4: Sports, leisure and culture (6 projects);
  • Axis 5: Mobility (6 projects);
  • Axis 6: Development and quality of life (4 projects).

A revision of the territory contract may be carried out every 18 months in order to integrate New projects and additional funding.

What is a territory contract?

” This has not been easy. There were a lot of projects and we had to fit them into the directions of our financiers,” declares Yves Goasdoué. The territorial contract is a common tool for financial interventions by the Normandy region and the Orne department in projects carried out by local authorities.

The purpose of this contract is to guarantee a balanced distribution of actions across the entire territory of the bocage country while ensuring respect for the skills of local authorities.

Regional and departmental funds are powerful levers. Thanks to them, we invest every day in ambitious and structuring projects, guaranteeing the sustainable development of our territory.

“In the contracting, today we are displaying an investment program over several years (2023-2027), where the financing is displayed. There is a readability which allows communities to have a minimum of program over time,” says Christophe de Balorre.

What are the 43 projects?

Axis No. 1: Strengthening economic activity

  • 1- PETR du Pays du Bocage Strategy for strengthening the local commercial fabric OCM Performance,
  • 2- Municipality of La Ferté-Macé: rehabilitation of the covered market,
  • 3- Commune of Ferté Macé: merger of two commercial units in the town center to create a wine bar,
  • 4- Municipality of Ferté-Macé: creation of a commercial unit on a wasteland,
  • 5- Municipality of Domfront-en-Poiraie: rehabilitation of a heritage site into housing and commercial units,
  • 6- Municipality of Bellou-en-Houlme: creation of a local commercial center,
  • 7- CDC du Val d’Orne: creation of a commercial and artisanal center,
  • 8- Phase I CDC Andaine-Passais: work to extend the activity zone, from Étre Delangle to Bagnoles de l’Orne Normandy,
  • 9- CDC Andaine-Passais: rehabilitation of an industrial building in a craft zone, La Trappe Saint-Mars-d’Egrenne,
  • 10- Municipality of Torchamp: construction of a municipal bar-restaurant,
  • 11- Municipality of Le Grais: renovation of a multi-service business,
  • 12- Flers Agglo: acquisition and rehabilitation of an industrial wasteland (formerly ACM) for the creation of a joint industrial and artisanal business incubator in La Sauvagère,
  • 13- Flers Agglo: acquisition and rehabilitation of an industrial wasteland, (formerly Thermocoax for the creation of an industrial and artisanal business incubator, commune of Saint-Pierre-du-Regard,
  • 14- Flers Agglo: creation of the ZA du Jardinet – Municipality of La Selle-la-Forge.

Axis No. 2: Tourism

  • 15- Municipality of Domfront-en-Poiraie: creation of a bike stop,
  • 16- Municipality of Domfront-en-Poiraie: expansion of the municipal campsite,
  • 17- CDC Andaine-Pasais: rehabilitation of the Grange de Bonvouloir,
  • 18- Municipality of Ménil-Ciboult Creation of an eco-gite,
  • 19- Municipality of Moncy: rehabilitation and modernization of the municipal gîte,
  • 20- Municipality of Bagnoles de l’Orne Normandy: creation of a camping area.

Axis No. 3: Services

  • 21- Municipality of Ferrière-aux-Étangs: creation of a third place,
  • 22- Municipality of Domfront-en-Poiraie: creation of a third place,
  • 23- Municipality of Saint-Georges-des-Groseillers: development of a digital space (third places, coworking spaces, Fab-Lab),
  • 24- CDC Andaine-Passais: creation of a coworking space with Fab-Lab,
  • 25- Flers Agglo: creation of a space for social cohesion in the Pont-Féron district (QPV),
  • 26- Municipality of Putanges-le-Lac: development and modernization of the PSLA,
  • 27- CDC Andaine-Passais: creation of a PSLA in Rives d’Andaine,
  • 28- Municipality of Giel-Courteilles: rehabilitation of the community hall,
  • 29- Municipality of Tinchebray-Bocage: development of a coliving in Frênes,
  • 30- Municipality of Tinchebray-Bocage: creation of a service center / associative coliving.

Axis No. 4: Sports, Leisure and Culture

  • 31- Commune of Ferté-Macé: modernization of the Gaston Meillon complex,
  • 32- Municipality of Ferté-Macé: modernization of the leisure center,
  • 33- City of Flers: modernization of the Grand Hazé sports plain,
  • 34- Municipality of Putanges-le-Lac: modernization and development of sports facilities,
  • 35- CDC Andaine-Passais: modernization of the Torchamp outdoor center – Phase 2,
  • 36- SARL les Feux de la Rampe Transfer, development and modernization of the Flers cinema.

Axis No. 5: Mobility

  • 37- CDC du Val d’Orne: creation of a car-sharing offer,
  • 38- Municipality of Tinchebray-Bocage: development of a mobility hub,
  • 39- CDC Andaine-Passais: creation of a bus stop in Saint-Mars-d’Egrenne.

Axis No. 6: Development and quality of life

  • 40- Flers Agglo Operation to renature the Plancaïon area,
  • 41- Municipality of Bagnoles de l’Orne Normandy: development of the station district – tranche 2,
  • 42- Municipality of Bazoches-au-Houlme: restructuring of the town center,
  • 43- City of Flers: Cinema island. Requalification of the Place du 14July.

To conclude, Hervé Morin did not lack praise for this territorial contract. “Our intervention is not limited to this contract. We intervened at the PETR du Bocage level to support 267 companies in their development and 14 companies in difficulty which, today, are standing,” he said.
