The King’s Attorney General at the Court of Cassation and President of the Public Prosecutor’s Office, El Hassan Daki, revealed that pre-trial detention in Morocco has recorded an unprecedented decline. He specified that the prosecutors of the courts of the Kingdom processed approximately 84,822 complaints related to violence against women in 2024 and presented 13,762 requisitions to refuse marriage authorization for minors.
During his speech this Wednesday morning at the opening of the 2025 judicial year, Daki indicated that the pre-trial detention rate stood at approximately 32.56% at the end of December 2024, compared to 37.56% during the same period of the previous year. He stressed that this drop reflects the special attention paid by the judicial authority to the rationalization of pre-trial detention and the processing of detainees’ cases within reasonable time limits.
Concerning the protection of vulnerable categories, Daki specified that 84,822 complaints related to violence against women were processed, involving 21,898 people prosecuted and the opening of 17,822 files.
He insisted on the fact that the public prosecutor’s offices issued 13,762 requisitions to refuse the marriage requests of minors, i.e. a rate of 86% of the requests registered in 2024, thus contributing to national programs aimed at reducing early marriages in the best interest. of the child.
In this same context, he underlined the application of the agreement concluded with the National Union of Women of Morocco and the Ministry of National Education, aimed at reducing school dropouts to prevent marriages of minors. This initiative made it possible to reintegrate 71,662 students during the 2023-2024 school year, including 38% girls.
For the year 2024, 195 cases related to human trafficking have been registered, with appropriate legal measures and decisions taken.
Presenting the results of the prosecutions, Daki announced that 565,874 complaints were received, of which 484,066 were processed, i.e. a processing rate of 88%. Of these, 31,664 complaints were filed with the courts of appeal, with a resolution rate of 91%, and 534,210 with the courts of first instance, with a rate of 86%.
Concerning the minutes, their number reached 2,324,109 in 2024, of which 2,179,746 were processed, i.e. a rate of 94%. The courts of appeal recorded 80,697 reports, with a processing rate of more than 91%, while the courts of first instance processed 94% of the 2,243,412 reports received. In addition, 1,812,206 electronic reports relating to traffic offenses were subject to appropriate legal measures.
In terms of protection of rights and freedoms, Daki announced that places of police custody were the subject of 22,137 visits in 2024, exceeding the 19,032 planned, or a rate of 116%. Prosecutors also made 177 visits to psychiatric establishments, compared to 136 planned, reaching a rate of 130%.
For penitentiary establishments, 1,104 visits were carried out out of 912 planned, i.e. a rate of 121%, testifying to the commitment of public prosecutors to the protection of people’s rights and freedoms.
Concerning the moralization of public life and the protection of public funds, Daki praised the effectiveness of the toll-free number set up by the public prosecutor’s office to report acts of corruption. This system enabled the arrest of 61 suspects in flagrante delicto in 2024, bringing the total to 360 since its launch in April 2018.
He also revealed that the public prosecutor’s office received 12 reports from the Court of Auditors in 2024, all of which were forwarded to the relevant prosecutor’s offices for investigations.
In terms of the fight against money laundering and related crimes, 2024 marked notable progress with 801 cases registered at the four first instance courts specializing in this area.
