In this context, this report intends to contribute to the preparation and discussion of the State budget for 2025 by identifying, among the exceptional aid measures put in place during the years 2020-2022, those which have been sustained while the circumstances that motivated their creation have disappeared, without their coherence or effectiveness justifying it. Since mid-2023, energy prices have returned to levels close to those observed on the eve of Russian aggression against Ukraine and inflation, with a few months lag, has normalized. The exit from “whatever it takes” for the years 2020-2022 therefore appears justified, especially as the measures taken during recent crises continue to weigh heavily on public finances.
The Court thus formulates 12 savings proposals to be undertaken from 2025 and likely, by 2027, to reduce budgetary expenditure by €3.85 billion, to increase revenues by revising tax advantages by €1.16 € billion and avoid new expenditure for €0.73 billion. These proposals relate exclusively to recent crisis measures which were explicitly presented, at their creation or when their regime was extended, as exceptional with regard to the economic and social context. They are far from exhausting the field of possible structural reforms that the Court indicated in its thematic notes published in July 2023.
This expenditure review extends the recommendation reiterated by the Court on several occasions: the savings essential to reducing the public deficit must be obtained as a priority through long-lasting reforms targeting ineffective and inefficient expenditure, in preference to general “defense” measures. plane”. Beyond this report, the scope of which is limited, the government and Parliament have numerous contributions available to this end: after two initial finance laws 2023 and 2024 poor in reforms and savings, it is now essential that the financial reviews Expenditures like the one carried out here inspire the financial texts of 2025 and following years.
