This is one of the changes taking place at the start of 2025. Since January 1, whether in the form of tickets or credit cards, restaurant vouchers cannot, in theory, used to pay for all food products.

A means of payment which “allows more than 5.4 million employees to eat freely every day”, and “in more than 234,000 affiliated establishments (restaurants, greengrocers, catering trades, supermarkets, etc.)”, indicates the National Commission for Meal Vouchers (CNTR) on its site.

End of exemption

Before 2022, its use was reserved for the purchase of products ready to be consumed, in restaurants or supermarkets. Faced with inflation, it was extended to all food products. An exemption which had been extended to 2023.

Former Prime Minister Michel Barnier wanted to further extend this expanded use in 2025, in particular to allow French households to pay for their shopping with it. But, despite the adoption of a bill by the deputies, censorship and then the resignation of the government at the beginning of December put an end to the measure.

To see if that of François Bayrou intends to reinstate it. In the meantime, the use of meal vouchers is now limited (again) to certain directly consumable products, such as already cooked dishes.

What products can we buy?

Here is food payable by meal vouchersaccording to a list of eligible articles “during common law” from the CNTR:

  • Fresh products like cold meats; dairy desserts, yogurts and cheeses; fruits and vegetables; milk; prepared meals; processed meat or fish, fresh or prepared for cooking; mixed salads; snacking; savory tarts, quiches or pizzas; catering products.
  • Grocery products like preserves; prepared meals; processed or prepared ready-to-cook meat and fish; bakery products.
  • Frozen products like prepared meals; pies, quiches or pizzas; snacking; processed, frozen or prepared meat or fish.
  • Drinks such as still and sparkling waters, fruit juices and non-alcoholic beverages.

What products can we no longer buy?

Conversely, the CNTR specifies that there are no not eligible unprocessed fish and meat, “bulk” products, ice creams and sorbets, pastries and other desserts not based on dairy products.

Likewise for alcoholic drinkset pasta, rice, starchy foods and other basic products, as well as, of course, any non-food product.
