Taking into account a certain number of unpublished texts… and without date at this stage of publication in the Official Journal… an update on the situation concerning apprenticeship contracts following the latest announcements from the Ministry of Labor with a focus on transitional period (i.e. from January 1 until the publication of the pending decree):
1) The latest announcements from the Government
In accordance with the latest announcements from the Government and information published on the website of the Ministry of Labor, the Executive intends to continue support for apprenticeship through a future decree (publication a priori during the month of January 2025), determining aid for the recruitment of apprentices.
Subject to the text not yet published, the new terms will be as follows:
-
The aid will apply only for the first year of the contract for apprentices preparing for a diploma up to level 7.
-
If its amount will not vary depending on the level of diploma prepared by the apprentice, two scenarios will be planned depending on the size of the company:
-
€5,000 for companies with fewer than 250 employees (no special conditions);
-
€2,000 for companies with 250 employees or more, under the same conditions as previously (namely respecting a certain proportion of work-study contracts in the total workforce);
-
€6,000 for hiring apprentices with disabilities, support that can be combined with specific aid intended for them.
-
2) The situation for companies pending the publication of a decree
The one-off aid amounting to a maximum of €6,000 applies to contracts concluded from January 1, 2025.
ATTENTION : This aid only concerns companies with fewer than 250 employees for the recruitment of an apprentice preparing for a qualification or diploma up to the baccalaureate level (level 4) indicates the ministry.
This aid continues until January 1, 2025, to the extent that the reference regulatory texts do not provide for any deadline. (decree no. 2022-1714 of December 29, 2022 relating to unique aid to employers of apprentices and exceptional aid to employers of apprentices and employees under professionalization contracts).
On the other hand, with regard to exceptional aid for employers of apprentices introduced by the amending finance law for 2020 put in place in the context of the health crisis, modified on multiple occasions and lastly by the decree of December 29, 2022 modified by the decree of December 29, 2023, in the amount of €6,000 and benefiting all companies of all sizes (subject to conditions for those with 250 employees or more) which hire an apprentice up to level 7 inclusive (Bac+5), this one expired on December 31, 2024 in accordance with regulatory texts due to lack of extension within the stipulated deadlines.
The pending decree is therefore particularly essential.
MOBILIANS had in any case alerted in recent months all of its interlocutors at the interprofessional level (MEDEF, CPME) concerning this very harmful situation and this risk of “Stop and Go” for companies in the Branch, in particular more 250 employees and also those using apprentices with a higher level of Baccalaureate.
3) Summary table of aid for the hiring of apprentices, as applicable to date with regard to the regulations in force and pending publication of the decree:
Very cordially,
Xavier HORENT
