The inhabitants of Lot go a lot to recycling centermore than elsewhere. On average, a Lotois produces 685 kg of waste per year. “Half of this waste is deposited in recycling centers, it’s enormous. We have a recycling center in the department for 6,000 inhabitants*, the coverage is important” explains Tiphaine Skierlak, director of waste recovery at Syded du Lot. The other half of the waste goes into the other bins (glass recycling, brown and yellow bins, etc.). “The sorting process is good in the Lot. »

But this overcrowding poses certain problems. Which led elected officials and Syded services to think about a new organization from 2025.

Recycling sectors are developing

The recycling center is an essential collection tool for users and professionals. The opening of 29 recycling centers in the Lot has made it possible to reduce illegal dumping, a positive point. Even if some people continue to dump their trash anywhere.

To meet new regulatory requirements, recycling channels are developing in recycling centers, around forty today, around fifty tomorrow. The overcrowding of recycling centers has an impact on the quality of sorting. Flow management is increasingly complicated for agents. The dumpsters are quickly saturated, creating tensions with users.

Faced with this situation, the Syded teams and elected officials tried to find a solution, drawing inspiration from experiences carried out elsewhere, particularly in Tarn-et-Garonne. The decision was taken to control access to recycling centersin order to have better management of flows and to identify the contributions of individuals and professionals.

The number one objective of this new organization is to reduce the quantities of waste in a context of high inflation of treatment costsby reducing the proportion of non-recycled waste currently found in the “other” bin, by inviting users and professionals to reduce their waste and think about reuse… “The best waste is that which is not produced not” specifies Tiphaine Skierlak. “We want to increase the diversion of waste towards reuse, repair and recycling. The objective is to create greater awareness about what we take to the recycling center. » Some recycling centers in the Lot have reuse spaces. The agents also raise awareness among users.

Control at the entrance to the 29 recycling centers in the Lot

From 2025, access to the 29 recycling centers in the Lot will therefore be controlled. Professionals (from November) and users (early 2025) must register in advance on the Syded website. Everyone must indicate a name, address and provide proof of address.. Professionals and individuals will receive in return a QR code (on their smartphone or on paper), which must be presented at the entrance to the recycling center, either at a terminal or to an agent equipped with a smartphone. People who are uncomfortable with IT tools will be supported in this process.

The 18 largest recycling centers (Cahors, Capdenac, Catus, Figeac, Glanes, Gourdon, Gramat, Puy-l’Évêque, Souillac, Vayrac, Lalbenque, Lacapelle-Marival, Limogne-en-Quercy, Livernon, Martel, Payrac, Montcuq and Cajarc) will be equipped with a barrier to enter and a barrier to exit. Work to install this new equipment should begin in October and be completed at the end of the year.

For individuals, the number of visits to the recycling center will be limited to two per day. For special situations (moving, house clearance, etc.) requiring more than two visits in the same day, it will always be possible to make arrangements by contacting the recycling center directly.

Removing the anonymity of users will also reduce acts of incivility towards agents.

The department of Tarn-et-Garonne implemented this system in 2022. By controlling access to recycling centers, the department has managed to control waste processing costs with the drop in tonnages. The number of visits to the recycling center is also limited to 20 per year per household. A measure that Syded does not refrain from taking again.

A major communication campaign will be launched in the coming weeks to provide information on the new conditions of access to recycling centers.

* At the national level, there is one recycling center for 14,000 inhabitants.

Other developments to come

Other actions will be implemented in the years to come.
Syded will continue the deployment of individual and collective composting. To date, there are 170 collective composters in the Lot. The objective is to install 350 more, with the help of the municipalities.
The collection system will evolve with the gradual transition to voluntary collection points to replace wheeled bins along the roads. These changes made by the communities in charge of collection (communities of municipalities) will make it possible to rationalize rounds and improve the quality of sorting which is not optimal with wide-opening bins. The idea is to install buried or semi-buried containers, or glass containers, with smaller openings, in strategic locations. Their number will be reduced compared to wheeled bins. This replacement represents a significant investment for communities, so all this will be done gradually. Tests are planned in Grand Figeac and Grand Cahors in particular.
