A future Democratic president could indeed cancel the executive decree of the Republican with a feather, while a law can only be abolished by going through a new legislative process. However, the text has little chance of being adopted in the Senate.
If the Republicans have 53 seats out of 100, the text would indeed need 60 votes to be adopted.
